The AEC is seeking to engage a suitably qualified candidate as a Delivery Manager to support the Future Planning, Transition Strategy Team. Purpose of the Role The role of the Delivery Manager is to support the delivery of the second Tranche of the Election Systems Modernisation (Indigo) program, modernisation activities.
This includes:
• Supporting the development of the business case including funding approvals
• Establishing the target state architecture and roadmaps to support the future state objectives
• Supporting the development of technical and business requirements that meets business and user needs
• Defining the implementation approach and strategy
• Developing the procurement approach to source and onboard delivery partners to assist in the design, build and operations of the new systems
• Assisting in the development of statement of requirements and ensuring that the statement of requirements meet the standards for government consideration, procurement activity and program implementation
• Managing project activities to ensure that core outcomes and deliverables of Tranche 2 meet the approved budget and timeframe.
Key Position Responsibilities
• Provide effective leadership and people management and coordination of project staff
• Lead and facilitate the planning and implementation of the assigned project deliverables
• Manage the allocation of project resources to execute deliverables as required
• Oversee the work output of the Business Analysts, Service Designers, Solution Architects Business Case writers and other team members and provide supplementary support where required
• Oversee and coordinate day to day activities in alignment with the project scope and deliverables
• Monitor and report on project progress and identify and escalate risks and issues where required to ensure project transparency
• Develop project documentation and reports to the Program required standard
• Develop the procurement approach to source and onboard delivery partners to assist in the design, build and operations of the new systems
• Assist in the development of statement of requirements and ensure that the statement of requirements meet the standards for government consideration, procurement activity and program implementation
• Manage the project governance in alignment with overall Program
• Take ownership of project scheduling and budget management
• Liaise with and maintain key internal and external relationships, including liaising with stakeholders on policy, project or operational issues and action items and responding to stakeholder needs and expectations
• Facilitate and ensure adequate stakeholder engagement is maintained across project deliverables
• Perform additional duties or assume responsibility of functions as required Qualifications, Experience, and Skills Mandatory
• Demonstrated experience in a Government setting delivering projects/programs within a modernisation or transformation program of work
• 10+ years Project Management experience within a multi-vendor delivery environment
• Experience in delivering high quality written communication including Executive briefings at SES levels
• Demonstrated experience in delivering projects within a commercial construct, including contract negotiation and performance monitoring.
• Experience and willingness to work within a matrix team structure that places a core emphasis on culture and is highly collaborative
• Experience in managing complex ICT procurement processes
• Experience in the development and management of complex documentation including business case development
• High-level time management skills with the ability to prioritise multiple pieces of work according to their importance
• Ability to work autonomously or collaboratively and apply problem-solving skills
• Attention to detail, high-level organisation skills and result-orientated
• Tertiary and/or Professional Qualifications within the Project Management, Business Management or Public Administration sectors Desirable
• Strong experience with project methodologies and tools specifically DevOps and MS Project or other industry standards
• Knowledge of, or ability to, quickly gain knowledge of Australian electoral law and practice.
