Tender Description
The purpose of this open REOI is to call for expressions of interest (EOI) from suitably qualified contractors with experience in the construction of High Potential Impact classification (PIC) dams and wetlands.
This REOI is for the construction of two flood detention dams in the upper Kaipakau Stream catchment (upstream of Morey Street) to reduce the potential occurrence, extent and impacts of flooding in the lower Kaipakau Stream on nearby properties and roads.
The REOI also includes the construction of a stormwater treatment wetland known as the Morey East Wetland.
The Participants shall also refer to and comply with the following documents:
- Wetland Preliminary Design Drawings
- Dam Preliminary Design Drawings
- Draft Construction Management Plan
- BOPRC Erosion and Sediment Control Guidelines for Land Disturbing Activities
Construction Stages and Components
The Contract Works includes, but is not necessarily limited to:
- Construction of site access tracks and implementation erosion and sediment controls at three site locations.
- Relocation of existing utilities including wastewater and stormwater pipes at the Morey West dam site (note these works are not detailed on the preliminary design drawings).
- Establishment of borrow areas on site to enable extraction of suitable fill materials to construct the dams. Most of the dam fill materials are intended to be sourced from the borrow areas.
- Establishment of unsuitable material fill areas on site.
- Construction of the Morey West dam which consists of:
+ An approximately 9.7 m high earth fill embankment dam (high PIC) with a 4 m wide crest and 1V:4H grassed upstream and downstream slopes.
+ Primary spillway inlet comprised of a 2300 mm diameter reinforced concrete drop manhole with a 600 mm diameter low flow inlet pipe connected to the ~88 m long 1350 mm diameter pipe under the dam.
+ Concrete lined auxiliary spillway with energy dissipation basin and rock armoured trapezoidal channel at the downstream end.
- Construction of the Morey East dam which consists of:
+ An approximately 16.7 m high earth fill embankment dam (medium PIC) with a 4 m wide crest and 1V:3H grassed upstream and downstream slopes.
+ Primary spillway inlet comprised of a 2300 mm diameter reinforced concrete drop manhole with a 300 mm diameter flow inlet pipe connected to the ~99 m long 1050 mm diameter pipe under the dam.
+ Concrete lined auxiliary spillway with energy dissipation basin and rock armoured trapezoidal channel at the downstream end.
- Construction of a stormwater treatment wetland downstream of the Morey East dam which includes earthworks, placement of a geo-synthetic clay liner and planting.
