Co-design and delivery of a Capability Framework and all supporting services and documentation

The Supplier will co-design and deliver a range of services including but not limited to:

a. Review and refine existing and/or develop new position descriptions for key roles in C&E
b. Ensure position descriptions are aligned with existing APS and FWOROCE standards and frameworks
c. For each position description, define the skills, knowledge and behaviours required to demonstrate competence
d. For each position description, develop self-assessment and manager assessment checklists that reflect the defined skills, knowledge and behaviours
e. Provide supporting resources and guidance to implement a learning needs analysis for all C&E staff
f. Provide supporting resources and guidance to develop an individual learning plan for all C&E staff
g. Collate the identified learning needs for all C&E
h. Develop a whole of C&E development plan that reflects identified learning and defines recommended areas for priority, quick wins, and/or other categories as indicated
i. Develop a capability framework model for C&E that provides a strategic overview of the capability requirements in C&E
j. Develop competency and learning pathway maps to support staff transitioning between key roles in C&E.
