Tender Description

Expressions are sought from Artists / Artist teams to design and paint a mural(s) at various locations (3 off), along Prospect Road, Kilburn, as part of the area’s major streetscape upgrades.

 
The City of Port Adelaide Enfield (City of PAE) is looking for Artist(s) / Artist teams to paint one or more walls, located on Kaurna Country, along Prospect Road, Kilburn. The Artist(s) / Artist team will be chosen based upon experience, work examples, proven ability to collaborate with stakeholders and the quality of their application.
 
Expressions of Interest are due by 11:59PM (ACST) on Sunday 01 May 2022.
 
Project Vision
 
The City of PAE is creating a unique, creative and distinctive collection of places that are created and cared for through strong partnerships between Council, community and other stakeholders. This stretch of Prospect Road, Kilburn between Kintore Avenue and Way Street, has seen a significant investment in infrastructure, over the past year and is designed to be a rich Cultural hub, that will have improved liveability and be a celebration of our diverse community. The three mural sites have been chosen to provide an uplift to the amazing paving artwork and lighting sculptures of Sam Songailo, and the landscape / urban designs of WAX who were engaged to deliver streetscaping solutions along this section of Prospect Road, Kilburn / Blair Athol.
 
Sites
 
Three (3) sites have been chosen as depicted in Figures 1-3. Council may engage one artist for each site or one for all three sites depending on the quality of the submissions submitted and availability of artists.
 
  • KINTORE AVENUE, KILBURN (SOUTH SIDE) 58m2 approx
  • GLADSTONE AVENUE, KILBURN (SOUTH SIDE) 70m2 approx.
  • Le HUNTE STREET, KILBURN (SOUTH SIDE) 28m2 approx.

The Successful applicant will:

• Be able to respond to the history of the Kilburn and Blair Athol area (recent migration, will be highly regarded).

• Need to work with Council staff to have their concept approved by the relevant business owners / stake holders.

• Plan to have a contemporary response that is bright, vibrant, coherent, culturally appropriate and that breathes new life into this area.

• Have public liability insurance for $10,000,000.

• Be available and able to complete all work by no later than Friday 17 June 2022.

The murals will:

• Be high-quality, contemporary, original work.

• Take into consideration the usage and location of the site.

• Promote local culture, creativity, pride and identity.

• Be reflective and responsive to the local environment.

• Add life and colour to the site.

• Enrich the public environment.

• Create a strong sense of place.

• Be sensitive to Aboriginal and Torres Strait Islander cultures, particularly local Kaurna culture.

• Be sensitive to the full diversity of cultures living in the area.

Practical considerations

• The artwork will painted be on a variety of wall finishes (site dependent).

• Site 1 Kintore Avenue 11.6m wide x 5m high approximately 58m2

• Site 2 Gladstone Avenue 19.5m wide x 3.6m high approximately 70m2

• Site 3 Le Hunte Street 7m wide x 4m high approximately 28m2

• City of PAE is the key stakeholder in the project.

• The City of PAE as the commissioner of the work has ongoing responsibility for the maintenance and care of the murals.

• The City of PAE will pay for and apply anti-graffiti coating to the finished murals.

• A risk assessment must be made prior to commencing work to ensure a safe working environment and WHS practise adhered to.

• Work, including engagement with City of PAE staff must be undertaken in a manner compliant with SA Health advice regarding COVID-19.

Budget

The specific budget for each site is as follows:

• Site 1 Kintore Avenue, Kilburn - $10,000 ex GST for design, materials and implementation.

• Site 2 Gladstone Avenue, Kilburn - $12,000 ex GST for design, materials and implementation.

• Site 3 Le Hunte Street, Kilburn - $5,000 ex GST for design, materials and implementation.

Other considerations

• This EOI is open to Artists residing in Australia.

• Artists residing in The City of Port Adelaide Enfield area are encouraged to apply.

• You can apply for any or all, of the sites.

• The successful applicant will be chosen from this application process only.

• The successful applicant must be available to meet with City of PAE staff and relevant stakeholders to discuss and refine their mural design(s).

• All work MUST be completed by Friday 17 June 2022
