ABOUT THE COUNCIL:
Stretching from Palm Beach to Manly, the Northern Beaches boasts more than half of all the beaches in Sydney and a population of more than 266,000. The Council is committed to maintaining a high level of customer service to the local community.
Northern Beaches Council is working closely with the community to build strategies that enhance our quality of life, promote sustainable development and protect our environment.
SERVICE REQUIRED:
A quotation is sought from professional and qualified companies or individuals to supply Northern Beaches Council with an audit report from a representative visual, compositional and volumetric analysis of individual public place bins and their surrounding areas attributed to their specific location type and address across the Northern Beaches.
The audit will be targeted to gain specific information about the capture of various waste material types across the LGA, to enable Council to make informed strategic decisions to reduce litter by target waste type and locations and help improve recovery rates for certain waste types. This will inform our litter prevention and targeted waste education strategies as part of the broader Northern Beaches Council waste and circular economy strategy (to be consulted upon and finalised in 2022).
The primary focus of the audit is to determine the baseline litter capture rate of waste types from a representative sample of Northern Beaches public place bins and their surrounding areas, as well as characteristics of the bin network which enable or detract from Council's ability to prevent litter in the environment. The audit should be conducted on a representative sample of fixed, permanent public place bins around the target location types. The respondent should outline:
1. Number of bins proposed to be audited
2. How the locations of audited bins will be determined
3. A suitable duration for the audit to capture representative data
4. A detailed methodology of the process, including how data regarding different waste types and bin network characteristics will be gathered and explained, and appropriate WHS measures and
5. Costings as a lump sum for a representative sample with an additional per bin rate for any extra bins Council would like to include. Please include a detailed price breakdown of each component e.g. inception meeting, audit preparation, visual auditing costs, physical auditing costs, litter analysis costs, reporting, etc.
Council aims to have the audit conducted in May 2022 including data capture from weekends as there is often a higher volume of waste.
All resources required to complete the audit are to be supplied by the consultant.
Respondents are expected to propose and confirm the availability of a suitable location to conduct the audit ensuring waste is contained and in control with minimal disruption to the public and Council's Litterbin & Cleansing crews.
The works are to be carried out strictly in accordance with the requirements in this document. To have quotes considered, contractors will need to ensure that all required information requested in this Request for Quotation document is provided.
Commencement date will be on signature of Council's contract.
Required completion date of final deliverable is Friday 27 May 2022.
