This Tender is invited by the Issuer.

⁠⁠⁠• The Channel Strategy Implementation (CSI) Section supports teams across the Channel Strategy & Digital Delivery (CSDD) Branch, including communications and project support. Additional responsibility includes implementation of the DVA Channel Strategy and application of Behavioural Insights (BI) to support projects and teams across DVA.
• BI is the practice of trying to work out how people behave and make decisions, then applying this knowledge to program, policy or service design questions.
• Within the VCR program, the BI team supports a range of project activities including:
o SMS capability project (templates and BI reference document)
o Review of standard letters
o Enhancements to MyService screens and messages
o Review of Client Contact Facility scripts
o Internal and external communication about Transformation initiatives
• This position also manages delivery of the Behavioural Insights Annual Veteran Health Check (AVHC) Trial which is a key feature of the AVHC budget measure which began on 1 July 2019. The AVHC aims to promote earlier detection and treatment of physical and mental health conditions for eligible veterans. The Trial aims to increase uptake of the AVHC through behaviourally-informed communications.
• As VCR projects continue to implement new features and enhancements, there will be increasing demand for BI-informed input to ensure effective design and communication of Transformation initiatives.
• The role can be located in Adelaide, Brisbane, Canberra or Melbourne and will report to the AD BI within the Channel Strategy Implementation section.
• Provide detailed behaviourally informed advice in relation to project artefacts and complex problems.
• Propose and facilitate innovation initiatives and contribute to business improvement strategies and to change in workplace practices, informed by an understanding of behavioural insights.
• Perform behaviourally informed research and analysis to support decisions that involve complex or escalated issues, longer-term planning and liaison with other sections on policy, project or operational issues
• Coordinate testing, analysis and evaluation, including analysis of complex data, for example in the delivery of Random Control Trials.
• Report on BI project outcomes to internal and external stakeholders.
• Engage and collaborate with key stakeholders within DVA and across agencies to identify opportunities to apply BI to achieve outcomes and facilitate cooperation.

The following skills and experience are desired:

• Knowledge or the ability to acquire knowledge of applying behavioural insights principles to facilitate an improved experience for staff and clients.
• Academic qualifications and recent experience in applying psychology, behavioural economics, econometrics, social anthropology, applied statistics or a related discipline.
