Tender Description

⁠⁠⁠Litchfield Council is seeking expressions of interest from organisations or community groups to lease the Humpty Doo Village Green at 85 Challoner Circuit, Humpty Doo.

 
The leased area consists of:
 
An undercover hall with ablution facilities, storage rooms and a stage
 
Open space playground with shade, seating, BBQ and drinking water facilities
 
  •  An undercover skatepark with seating and drinking water facilities
  •  The Scout Hall (use of this area not permitted, however, it is within the leased area and there will be an expectation that good relationships are maintained)
  •  The Bowls Club (use of this area not permitted, however, it is within the leased area and there will be an expectation that good relationships are maintained)
  •  Community garden
 
The Village Green will be provided to the successful organisation or community group at no cost, however they will be responsible for managing all aspects of the facility, including user agreements with any user groups, maximising its potential and increasing the promotion of a community facility. An annual budget will also be provided by Council to support these activities.
 
It is envisaged that the leasee of the facility will develop and coordinate a range of services, programs, activities and events that are flexible, culturally inclusive and aim to build skills, provide knowledge, promote personal and social development, promote physical well-being, and create and sustain local networks.
 
The successful organisation or community group will agree to work with Council to meet the requirements of the lease agreements and establish and strengthen networks and connections within the Litchfield community.
 
An assessment panel will evaluate the proposals against the following key selection criteria:
 
· Ability to manage and operate the facility long-term (30%)
· Meeting requirements within the lease (20%)
· Understanding of the local community (20%)
· Proven budget management experience (30%)
 
Expressions of Interest must include:
 
· a completed and signed document which addresses the selection criteria
· certified copy of Certificate of Incorporation
· insurance details including current public liability to the minimum value of $10 million
· copy of latest AGM minutes including financial statements
· any other relevant information to support the application
