Tender Description

Western Power is a Western Australian State Government owned corporation which is responsible for building, maintaining and operating an electricity network which connects over 2.3 million customers to traditional and renewable energy sources.

Introduction

Western Power has deployed 97 Stand-alone Power System (SPS) across the South West Interconnected Network as an innovative energy alternative to like for like replacement of aging poles and wires. The deployed SPS units are supplied with a renewable energy source, energy storage and a backup diesel generator.

Problem Statement

Western Power is seeking Registrations of Interest (ROI) from Suppliers who are willing to participate in a trial for their products. These trials will be conducted at selected sites over the coming 12 months and the outcome of these trials will influence future panel discussions and awards. The successful Suppliers will be contracted under a trial agreement to deliver a prototype solution onto Western Power’s regional network.

High Level SPS Requirements

The following are the high-level considerations for the SPS design:

  • Customer demand ranging from 5 kWh to 100 kWh per day
  • Supply for single, split and three phase systems
  • PV Array to be connected as DC coupled.
  • Common manufacturer and model of equipment for sizes and configurations offered
  • Single SPS enclosure design to cater for modularity (ease of upgrading or downgrading the system)
  • Optimised for lowest lifecycle cost
  • Safety during installation, operation and maintenance
  • Remote monitoring capability

Western Power will require documentation and associated drawings to be submitted to demonstrate compliance, as part of a following process if you progress to the next stage.

Required by Date and Trial Period

The proposed solution is required to be commissioned by 31 December 2022.

The trial will be for a minimum period of 12 months from commissioning whereby the operation and maintenance will be undertaken by the Contractor at their own cost. Western Power may be present to witness the scheduled maintenance of the SPS unit.

The operational and performance data will need to be made available to Western Power during this trial period for product evaluation against success criteria.

At the end of the trial period, Western Power will execute one of the following options:

  • Purchase the SPS unit
  • Lease the SPS unit
  • Request for the removal of the SPS unit from site

ROI Submission Requirements

Suppliers are required to respond to the following for this ROI submission:

  • Provide details on the product(s)/service(s) and how it/they can contribute to satisfying the scope requirements
  • Provide examples on where and how your product(s)/services(s) have been used to satisfy the scope requirements
  • Reference at least Customers. Include description of the engagement, plus name, company and contact email/phone number
