Tender Description

This Tender is invited by the Issuer.

The National Positioning Infrastructure Capability (NPIC) provides an openly accessible and flexible platform that supports Australian businesses and their customers in accessing the data and products needed to achieve accurate and reliable positioning solutions.

The capability consists of three main components:

(1) a national network of continuously operating reference stations (CORS),
(2) a highly available cloud hosted data centre, and
(3) a Global Navigation Satellite System (GNSS) analysis centre.

Together these components support the delivery of 3 – 5 cm accurate positioning solutions in areas with access to mobile phone coverage.

Geoscience Australia seeks to undertake a review of the NPIC system (as a whole) to determine the system risks and develop the documentation required to meeting our cyber security authorisation framework.

This includes the development of the following documentation, aligned to industry best practice:

(1) A Security Threat and Risk Assessment (TRA) on the current state.
(2) A Security Risk Management Plan (SRMP) for the future state (including a TRA).
(3) A System Security Plan (SSP).
(4) A Statement of Applicability (SOA).

There is also a desire to develop relevant supporting documentation, including Standard Operating Procedures and Incident Response Plans. Specifics will be agreed in discussion with the successful contractor.
