The City of Norwood Payneham & St Peters (the Council) invites tenders from Tenderers for the purchase of Domestic Assistance, Personal Care and Shopping Services (the Services), for the period 1 July 2022 to 30 June 2023 . The Council will enter into a Contract for the Purchase of services with the successful Tenderer.
The Council has a Panel of Contractors who are already delivering Domestic Assistance, Personal Care and Shopping Services. This opportunity to Tender for Services has arisen due to the need to increase the number of Contractors currently on the Panel.
Tenderers who intend to apply for this Tender can choose to offer to deliver either Domestic Assistance and Personal Care Services or Shopping Services or both.
The Council has been a provider of Home Support Services and Programs for over 15 years. The focus of these services is on well-being and supporting older citizens and adults living with a disability to maintain their independence and connection to the community and their families for as long as possible. These services are funded by the Australian Government through the Commonwealth Home Support Program. The Council also provides funding for services for adults (aged under 65 years of age) living with disability.
The Services are designed to provide relatively low level (small amounts) of a single service, or a few services to a large number of citizens who need only a small amount of assistance or support to enable them to maintain their independence to continue living safely in their homes and participate in their community. All citizens in receipt of the services reside in the Local Government Area of the City of Norwood Payneham & St Peters.
The Home Support Domestic Assistance and Personal Care Services are provided on both a long term and short term basis. The Domestic Assistance Service provides one and a half (1.5) hours cleaning on a fortnightly basis. The Personal Care Service is provided on a short term and long term basis and includes showering and assistance with getting dressed and grooming.
The Council’s Shopping program provides shopping services to older citizens who are no longer able to drive. There are three (3) types of services offered in this program, these include:
- Transport– transporting residents to their local Shopping Centre. This service is a return trip and includes picking the client up from their home and taking them home from the shopping centre;
- Escorted Shopping – Includes picking the residents up from their home and providing social support to assist them to do their shopping; and
- Shopping List – Completing a shopping list for residents who are unable to leave their homes to do their shopping.
As the appointed Tenderer will be expected to provide services to residents who are currently in receipt of services Tenderers must have the staff resources to take on a minimum of thirty (30) existing and new client services for domestic assistance and forty five(45) existing client services for shopping.
