ABOUT THE COUNCIL
Stretching from Palm Beach to Manly, the Northern Beaches boasts more than half of all the beaches in Sydney and a population of more than 266,000. The Council is committed to maintaining a high level of customer service to the local community.
Northern Beaches Council is working closely with the community to build strategies that enhance our quality of life, promote sustainable development and protect our environment.
Council's adopted Move Northern Beaches Transport Strategy' Smart Parking Management objective is to manage car parking in a way that is equitable and supports the economic viability of centres and boosts sustainable public transport and active travel use.
Our transport vision is to "enable freedom of movement to, from and within the Northern Beaches using a safe, smart, efficient, integrated and sustainable transport network".
Council has the responsibility of managing parking for 101,652 passenger vehicles registered to addresses across the LGA as well as managing parking to accommodate the large number of employees, tourists and visitors. Manly is the primary destination for visitors to the LGA.
Council has 44 paid parking carparks that account for over 5,000 car parking spaces located at beaches and foreshore locations.
Parking is one of our most discussed topics across the Northern Beaches. As we move towards a population increase of 15% over the next twenty years to 312,502 by 2041, parking management will continue to be a challenge for Council. Through improved parking infrastructure and services, only then can Council meet the objectives detailed in Move Northern Beaches Transport Strategy and the Northern Beaches Parking Plan (draft and under development).
Improved smart parking technology will provide Council with an opportunity to capture occupancy and turnover data throughout the nominated locations. Data captured will be used to better understand parking occupancy and turnover to ensure evidence-based decisions are made relating to parking conditions.
SERVICE REQUIRED:
Northern Beaches Council (Council) invites tenders for inclusion in the Parking Infrastructure and Services Panel. Tenderers will need to demonstrate they have the necessary qualifications, ability and experience to provide the required the Services to Council.
The pilot project will be located in the Manly Ward within the Northern Beaches boundary and will consist of providing parking infrastructure, services and maintenance in seven (7) car parking areas, as well as a number of Loading Zones and accessible parking spaces in the Manly area commercial area.
The scope of the pilot project includes:
A. Parking sensor technology in identified on and off-street locations in the Manly Ward that provides the data capture technology in real time to manage parking availability and demand and that integrates with the existing parking meter technology, NSW Government Park'nPay app, future smart meters, and app/web-based systems.
B. Parking analytics a multiuser dashboard that can be accessed by the relevant teams across the organisation for asset planning, resource management and workforce deployment as required.
C. Maintenance and support a comprehensive maintenance and support program for the life of the Parking Infrastructure and Services requirement that includes hardware, software, reporting and system maintenance.
Not included in the tender scope is the provision of digital parking permits, paid parking meters and enforcement technology.
The expected commenced of works is June 2022.
The Contract term will be three years with two on year options at Council's discretion.

The evaluation criteria for this tender are:
