The State Government’s urban growth strategy estimates the greater metropolitan Perth and Peel population will increase to 3.5 million by 2050. To accommodate this projected population growth, and to protect lifestyle values into the future, the strategy is focused on creating a connected city that is liveable, prosperous and sustainable, linking metropolitan centres with priority public transport.
METRONET is the State Government’s vision to integrate transport and land use planning in Western Australia and provide a framework to support the sustainable growth of greater metropolitan Perth over the next 50 to 100 years. The long awaited Ellenbrook Line will link the fast-growing north-eastern suburbs directly with the wider Perth passenger rail network, with trains expected to be operational in 2024. The new rail line providing a viable alternative to car usage, reduce congestion on the existing and future road network and increase connectivity to and between major metropolitan centres including Ellenbrook, Malaga, Morley, the Perth CBD, Midland and the Airport.
Given the complexity in the delivery of the Ellenbrook Line, the works will largely be divided into four programs of work;
- New Bayswater Station (BST Project) - includes building a second island platform for the Morley-Ellenbrook Line in addition to relocating and replace the existing station with a new one.
- Tonkin Gap and Associated Works (delivered by Main Roads WA) –includes significant civil and structural works between Bayswater and Malaga, to prepare the Tonkin Highway median for construction of the rail line and stations.
- Main Morley-Ellenbrook Line Project Works (MEL Project) – includes all rail systems and infrastructure from Bayswater, all stations and facilities within the Tonkin Highway median, and all works north of Malaga to Ellenbrook.
- Forward Works - includes geotechnical field investigations, survey works, and the relocation and protection of the in-ground and overhead services.
Scope of Services
The Public Transport Authority (PTA) of Western Australia requires the services of a suitably experienced and appropriately qualified Commissioning Manager to provide specialised commissioning expertise to the Morley- Ellenbrook Line (MEL) and Bayswater Station and Turnback (BST) Projects.
Reporting directly to the Project Delivery Manager, the Commissioning Manager will represent the PTA in the day-to-day management and coordination of the Projects’ system infrastructure construction, commissioning, and integration activities under the control of the PTA’s Office of Major Transport Infrastructure Delivery (OMITD), and will lead the development of project management plans, procedures and checklists to ensure the effective management of these processes.
The Commissioning Manager will also be required to provide specialist advice to the project team on handover and acceptance of rail communications, signalling and overhead line equipment systems, HV systems, tunnel systems and station systems, and where necessary proactively investigate the above and report on issues and perceived risks posed to the Projects’ success.
