Housing for the Elderly Flats Heating and Ventilation Installation

⁠⁠⁠New Plymouth District Council (NPDC) have 140 Housing for the elderly Flats throughout the district. The flats have a high occupancy rate with vacancies coming available from time to time.

The Government introduced a Healthy Homes Standard for rental properties, which became law on 1 July 2019. The Standards introduced specific and minimum standards for heating, insulation, ventilation, moisture ingress, drainage, and draught stopping. All rentals must comply within 90 days of any new or renewed tenancy after 1 July 2021, with all rentals complying by 1 July 2024.

We wish to address the heating and ventilation components of the standard, for the NPDC Housing for the elderly Flats, portfolio. Some Flats have been completed, as per the requirements of the standard, as they have become vacant since 1 July 2021. Although the remaining Flats do not need to comply until 1 July 2024, we have decided to proceed at this early stage to not only improve the well-being of the tenants sooner, but in case we encounter material supply interruptions, which will cause delays to this project. Completing this in one project will hopefully save on costs and provide consistency with one contractor completing the work to an acceptable standard across the Flats.
