Tender Description

UTS is seeking to transform its digital presence as part of its UTS 2027 Strategy and related Digital Strategy. UTS digital presence is a key reflection of its identity and is essential in attracting and engaging students, learners, research partners, business, philanthropists, academics, and the media both in Australia and overseas. It will be a key means of showcasing its achievements and those of its academics. The focus of this Program is on transforming UTS' external facing digital presence including:

1. UTS external facing websites: the strategic core of its digital presence (notably uts.edu.au and open.uts.edu.au)
2. UTS services supporting the website: Chat tools, personalisation, analytics, SEO
3. Web integration with social media channels and communities: Facebook, Instagram, LinkedIn, Twitter, YouTube and Tik Tok
4. Digital marketing and communication channels such as display advertising, SMS, email, TV, audio, outdoor advertising, connected devices, media
5. Other emerging communication channels
Student management portals, digital payments and learning management systems are also part of UTS' digital presence and will be addressed through other initiatives. While UTS websites will play a core role in UTS' digital presence, the desired strategy needs to address broader opportunities including the metaverse and other digital communication channels.

This opportunity is provided in two service Categories:

Category A Strategy and Design
Category B Implementation and Support Services

Category A: Strategy, Design and Development Services

a. Innovation and Technology Best Practice Assessment
b. Digital Presence Design and Strategy
c. Cultural change strategy
d. Supporting Technical and Marketing Strategies
e. Digital Presence Roadmap and Implementation Planning
f. Operational and Governance Model

Category B: Implementation and Support Services

a. Strategy Implementation, Support and Enhancement
Suppliers are invited to tender for both Category A and B.

Pending its assessment of Tender responses, UTS in its discretion will:

1. Negotiate and enter into a contract with one supplier for immediate commencement of Category A: Strategy, Design and Development Services, and:

2. Establish and maintain a ranked shortlist of potential providers to be contracted, as required, for Category B: Implementation and Support Services and:
a. Shortlisted providers may be engaged for implementation, support and/or enhancement projects post the finalisation and acceptance of the Digital Presence Strategy.
b. UTS may engage shortlisted providers for implementation and support services subject to its needs at the time
c. Agreement to tender validity requirements as set out in Part B, Section 4.10 and Part E, Section 12.6 is critical for potential shortlisting
d. The shortlist will remain valid from Category A commencement for the duration of this contract.
