This Tender is invited by the Issuer.

The Fair Work Ombudsman and Registered Organisation Commission Entity (FWOROCE) has a requirement for an experienced Project Manager to work on Technology projects.

The Business Analyst will contribute to the SharePoint 2013 Replacement Project which will
migrate all documents and systems from SharePoint 2013 to nominated target platforms, including SharePoint Online. They will also work on other projects within the FWOROCE as directed.

The Business Analyst will work as part of a team of business analysts to manage project initiatives and perform detailed requirements analysis, documenting processes and other activities dependent upon the project type. To succeed in this role the Business Analyst
should have a naturally analytical way of thinking and be able to explain complex concepts to non-technical users.

ABOUT THE BRANCH AND TEAM
The Technology Branch is responsible for delivering and maintaining secure, stable, reliable, and modern internal and external facing systems that support FWO business areas to deliver FWO’s functions to the highest standard. Our IT infrastructure is provided under a
Memorandum of Understanding with Department of Education, Skills and Employment. The Customer and Collaboration team is responsible for developing and maintaining the suite
of internal facing systems which support external customer relationship management and internal collaboration across the agency. Platforms include ServiceBus, Dynamics 365,
SharePoint and Azure Search.

The systems we support include:

• DocBank – document management system
• Titan, CustomerNet and ATLAS – our CRMs
• Knowledge Management System (including KnowledgeNet, KNIT and Knowledge
Publisher) – our database of legislation information
• Intranet and associated Shared Spaces
• FWO forms and FWOPDO (project management)
• FWO search
• Customer Information Search (Azure Search)
• LogicApps & Power Platform
• AETMAR (Award Entitlement Tools and Modern Award Repository)

ABOUT THE ROLE

The duties of the Business Analyst include, however are not limited to:

• Understand and document business processes, concerns, requirements and
specifications to a high standard.
• Set and maintain high quality standards through industry best practice
• Ensure the design approach can be implemented within current constraints.

• Develop a range of high-quality work artefacts including, but not limited to:
o business scenarios, process maps, data models and use cases
o detailed requirements specifications
o user stories and acceptance criteria, and
o risks and constraints

• Effectively communicate insights, expectations and plans to multidisciplinary
project team members and management.
• Contribute to a harmonious team environment that fosters innovation, creativity,
and team collaboration to deliver project outcome.

• Develop and maintain professional, respectful and positive relationships with an extensive array of stakeholders on any given project, including with:
o Internal stakeholders , including product owners, business SMEs, and suppliers
o External stakeholders, business partners and 3rd party vendors to ensure current and emerging needs are addressed.

• Assist and support business change management activities.
• Assist with Data Migration activities
• Attend project and program board meetings as needed, prepare reports, advice and recommendations for presentation at more senior governance forums as required.
• Have and apply knowledge of principles, practices and theories as they relate to waterfall and Agile DSDM project management methodologies, together with the ability to apply these within FWOROCE.
• Propose innovation activities to assess emerging technologies that may support a ‘future ready’ FWOROCE.
• Contribute towards knowledge and skills transfer.
• Provide other services as tasked by the Director, Customer and Collaboration.

Please note that the project team is largely working remotely for the foreseeable future. This presents a challenge for engaging with stakeholders that a successful candidate will have to navigate. The suitable candidate will initially be required to work remotely, in the longer term onsite at least part-time, as part of the team at the FWOROCE. The successful candidate will attend and actively participate in project planning events as required. And deliver work in a self-managing multi-disciplined team environment. A condition of engagement is that proposed personnel have the required resources to work remotely. Additional expenses incurred by Supplier-proposed personnel will not be accepted by the FWOROCE.
