Prospective operators would need to submit a business plan advising of their intentions on days and hours of operations, services provided, demonstrate that they have any relevant qualifcations and/or registrations required to operate such a business and any other relevant information. Operators would need to be willing to sign a lease and assume responsibilities for the day to day maintenance of the van. The initial lease would be for 12 months, with potential to extend past this with all parties are happy with operations at that time.
