ABOUT THE COUNCIL
Northern Beaches Council administers an area of 254 square km with over 263,000 residents on Sydney's northern beaches.
Northern Beaches Council is working closely with the community to build strategies that enhance our quality of life, promote sustainable development and protect our environment.

SERVICE REQUIRED
Council invites tender submissions from suitably qualified and experienced individuals or organisations (the Tenderer) who are interested in obtaining a Lease and Agreement for Lease to fit-out and operate the Restaurant (off the plan) at Mona Vale Surf Life Saving Club, Surfview Road, Mona Vale upon building completion. The Restaurant occupies a beach front location within the Mona Vale Surf Life Saving Club at Mona Vale Beach Reserve with attractive water and beach views and comprises a large 226m2 (approx.) internal and external area.
Mona Vale Beach is a popular surf beach on the Northern Beaches renowned for its natural beauty and relaxed lifestyle. It is a family friendly destination located within walking distance to Mona Vale town centre. Mona Vale Surf Life Saving Club has a long standing history, being established in 1922, and has strong connection to the local community. The Club is family oriented; it provides a vital service to the community and its primary goal is to keep beach users as safe as possible during the patrol hours. To cater for the growth of the Club, Council supported the knock down and rebuild of a new Club building with public amenities at Mona Vale Beach.
Construction of the new two storey surf club commenced in May 2021 and is expected to be completed by February 2022.
The brand-new facility will consist of a ground level cafe and a first floor 90 seat restaurant which will both be finished in cold shell, to be fitted out by the successful Tenderers.

This tender is for the Restaurant opportunity only. The cafe is being offered via a separate Tender process managed by Mona Vale Surf Life Saving Club, the documents are available for download at www.monavaleslsc.org.au
Tender submissions can be made for either or both opportunity, noting that each submission is to be made separately.

The successful tender would be required to undertake below actions (but not limited to):
Design, fit-out and operate the restaurant facility that meets the Lease, Agreement for Lease requirements and relevant regulatory and/or legislative requirements.
Funding the development and ongoing operations of the restaurant facility without financial assistance from Council.
Consulting with its own private certifier for capital works, fit-out and signage from Lease commencement, as per the tender submission.
Completing the fit-out works to the building within 3 months from lease commencement.
Operating the restaurant facility in the manner put forward in the tender submission.
Responsibility for providing all ancillary equipment and all fit-out costs required for the operation of the restaurant (including maintenance and renewal costs).

Responsibility for all repairs and maintenance within the restaurant area, including damage caused by graffiti and vandalism.
Responsibility for the cost of all utilities, including but not limited to water usage, electricity, phone and gas, as well as all outgoings attributable to the use of the premises including Council rates, water rates, land tax (if applicable), waste removal, grease trap servicing, rubbish removal, pest control, security, maintenance of fire safety devices and ensuring compliance with BCA, public liability insurance, workers compensation insurance and maintenance and renewal of the Tenderer's equipment.
Providing a community benefit through the provision of the facilities proposed.
Paying rent to Council for the restaurant in accordance with the successful tender submissions which will be documented in a Lease and the Agreement for Lease.
Being professional and work collaboratively with Council and the surf club to provide a service to the club members and the community.
Tenderers should note that all tender responses must comply with the requirements of the Ocean Beach Plan of Management for Mona Vale Beach.
As this site is located within an important community precinct and forms an important connection to the Mona Vale Beach, the design of any proposed fitout works will need to integrate with the Mona Vale Surf Life Saving Club building.

Term of Lease
The lease term will be ten (10) years.
Hours of Operation
The maximum hours of operation are to be:
Sunday to Thursday 7am to 10pm
Friday and Saturday 7am to midnight
New Year's Eve 7am to 1am
The minimum hours of operation are to be:
Monday to Sunday 11am to 3pm and 5pm to 8pm
Please note - the Lessee sets the actual operational hours. Minimum hours exclude public holidays and severe weather conditions.

EVALUATION CRITERIA
The evaluation criteria for this tender are
Mandatory Criteria
All Schedules Submission of all documentation required by the Request for Tender Mandatory; Applicants must submit a response to all schedules.
Weighted Criteria
Annual Base Rent and Turnover Rent 30%
Business Plan Including Food and Beverage Offer and Concept, the Understanding of the Local Market and Profit and Loss Forecast First 3 years 40%
Tenderer's Design and Fit-out Concept and Capital Expenditure 10%
Experience of Key Personnel Current and Previous Business operations in the Food and Beverage Industry 20%
