Tender Description

The department is looking for a Procurement and Sourcing Specialist to support an approach to market for a major IT procurement exercise. Reporting to the Program Manager, you will work as an integral member of a dynamic team, providing strategic and governance support to the procurement team. You will have an in-depth understanding of government procurement policy and procedures. You are a quality-focused and results-oriented professional with experience delivering end-to-end procurement solutions.

Your key responsibilities include but are not limited to:

- Managing Information Communication Technology (ICT) procurement in accordance with the relevant Commonwealth procurement policies and legislation
- Liaise with internal and external key stakeholders such as Legal Service providers, subject matter experts and technical specialists
- Delivering end to end procurement and contract management services including developing and managing:
- Procurement Strategy/ Project Brief
- Program Schedule
- Risk Assessment Plan
- Tender Evaluation Plan
- Tender Evaluation Criteria
- Tender Probity Plan
- Contract development
- Delegate approval documentation (s23.3 and s23.1)
- Approach to Market documentation such as
• Request for Tender (RFT),
• Statement of Requirements/Works,
• Industry Briefing (if required),
• Q&A responses.
- Support the tender evaluation, consolidate evaluation results and preparation of the Tender Evaluation Report.
- Supporting contract negotiations process; and
- Develop a lessons learned, project closure report, Contract Management Plan and handover to the business as usual (BAU) team.

You will have the following skills and experience:

- Demonstrated experience in driving key procurement activities, providing advice on procurement activities and delivering strategic procurements that are complex in nature, high profile and of high risk and high value.
- Have led or managed a strategic tender process in the public sector within the last 12 months
- Have well-developed understanding of Government policies, procedures and processes and the ability to apply the Commonwealth Procurement Rules (CPRs)
- Be details-oriented and able to manage requests to tight deadlines
- Excellent communication skills and professional presentation
- Demonstrated ability to engage with a broad range of stakeholders across Government and industry on complex matters.
- Minimum 5 years experience and minimum qualifications such as a Diploma in Government or Procurement and Contracts

The department is seeking an individual who can hit the ground running and be an integral part of an important program with critical delivery timeframes.

It is a requirement that you be an Australian Citizen and hold a security clearance at a minimum Baseline level.
