Tender Description

Key priorities for the MidCentral DHB (MDHB) are reducing inequities for Māori, improving access to care, the improvement in health outcomes for its adult population and providing services closer to home. Offering alternatives to acute inpatient admission for people experiencing acute mental health distress, and who do not require a hospital admission, is an important step toward meeting these goals.

MDHB is looking to engage Iwi with Kaupapa Māori supported accommodation experience for a new adult Mental Health and Addiction Acute Alternative Service located in Horowhenua area around Levin/Ōtaki. The service will cater for a maximum of 4 adult residents at any given time in a home-like, whānau friendly facility.

The service will be delivered from an inclusive kaupapa Māori approach grounded in a culturally appropriate and clinically safe environment in which whānau are able to support adults over the age of 18 years, experiencing high levels of mental health distress. It will be inclusive in regard to access criteria in order to ensure people in the community have the service they need when they need it. The functions of the provider will include brief planned respite, emergency respite, non-medical social detoxification, skill acquisition support, community engagement and step down following inpatient admission if needed.

This service is an acute support service for those not requiring hospital level care. A flexible approach to dealing with the presenting challenges of adults in crisis in high states of anxiety and agitation is required.

The goal of the service is to achieve the following outcomes:
a. Provide safety and enable stabilisation during or immediately after an acute mental health crisis from a kaupapa Māori model of support.

b. Offer a nurturing, therapeutic and home-like environment as an alternative to inpatient admission.

c. Provision of a recovery focussed environment where whānau and community assets are engaged to ensure that the most vulnerable Whānau whaiora can be assisted to identify personal goals and work towards achieving wellness.
