Open Community Framework Development

⁠⁠⁠Defence Science and Technology Group is seeking expertise in legal agreements, commercialisation and strategic leadership to develop new models for open community frameworks. These Openness frameworks will support ongoing research and development into artificial intelligence.

The aspiration is to create a successful collaboration environment that allow for partnerships across academic, industry and coalitions to develop models which can be accelerated into service. This will require fit-for-purpose agreements, can support data sharing, shared computational resources, Intellectual Property protection for participants and a provision of a continuous integration environment.

We are open to professional guidance from respondents on a best practice approach. Our general (and initial) requirements include (not limited to):

• Produce an open community framework for how an openness ecosystem would work

• Development of terms of reference and rules of engagement within the community

• Approaches on how to foster a community of government, industry and academia to collaborate to accelerate delivery of capability into Defence

• Guidance on how to manage technical data, data sharing for algorithm development and management of Intellectual Property

• Provide recommendations for developing a legal framework to ensure system openness
o How do we manage IP that's shared amongst participants?
o How do we ensure compliance with shared infrastructure and interfaces
o How do we share integration risk?

• Recommendations for a sustainment plan
o e.g. steering committee, governance, communities of practice, development of a business case, coordination with other open ecosystems, creation of training materials, identification of incentives and disincentives, prototyping legal language (both licence and contract) for use in R&D and acquisition.

• Recommendations on appropriate legal framework to support accelerated acquisition

• Develop a contracting guide containing a template with suggested language regarding rights for technical data and software

• Developing a business guide as a reference for senior leaders from Defence and industry to help understand the vision, potential andvalue proposition of the open ecosystem
