Request for Tender: Economic Impact Assessment of the Thoroughbred Horses Program

⁠⁠⁠ The Thoroughbred Horses Program Strategic RD&E Plan (2017-2022) is the first five year strategic plan for the thoroughbred horses levy, and is the culmination of a mid-term review and industry consultation.

This Request for Tender (RFT) is seeking applications to conduct an economic impact of the Thoroughbred Horses Program.

This Request for Tender (RFT) is seeking applications to conduct an economic impact of the Thoroughbred Horses Program. This cost-benefit analysis helps AgriFutures Australia to:

• Inform industry, the community and Government about the net benefits derived from investment in AgriFutures Thoroughbred Horses Program.
• Support RD&E planning and decision-making, through detailing returns on investment from past RD&E.
• Signal to researchers and collaborators how research projects and research performance are evaluated by AgriFutures Australia.
• Ensure good governance and transparency in the administration and management of these AgriFutures managed programs.

AgriFutures is seeking an individual or organisation to undertake this impact assessment, using the Impact assessment methodologies from the Cross-RDC Impact Assessment Program. Guidelines, available here: http://www.ruralrdc.com.au/wp-content/uploads/2018/08/201804_RDC-IA-Guidelines-V.2.pdf

The following tasks are required:

• Undertake an impact assessment of investment in the AgriFutures Thoroughbred Horses Program. The assessment will cover all projects funded by AgriFutures Australia during a period specified and to be determined in the project inception meeting, and guided by the previous RD&E plan for the Thoroughbred Horses Program.
• Provide a report and a Plain English summary to AgriFutures outlining the impact assessment process and its findings for the Thoroughbred Horses industry. The project report and summary must be completed using the AgriFutures Final Report and Summary template.

Deliverables will include:

• A draft report will be provided to AgriFutures management for review and consultation with AgriFutures Thoroughbred Horses Program Advisory Panel and industry representatives.
• The provider will host a meeting to review the findings of the report with AgriFutures, the Thoroughbred Horses Program Advisory Panel and/or industry representatives.
• All relevant feedback from the draft report is to be incorporated into a final report that will be submitted to AgriFutures Australia along with a Plain English summary to be included in AgriFutures Australia’s annual report.
