1 Introduction
Expressions of Interest (EOI) are invited from suitably experienced consultants interested in being considered for design services to the Marlborough Roads Recovery. This is the first stage of a multi stage procurement process.

Services required may include the following engineering disciplines:

  • Geotechnical
  • Civil
  • Structural (retaining walls)
  • Road Safety
  • Pavement.

2 Description of the Project
Heavy rainfall caused widespread flooding across the West Coast, Marlborough, and Tasman transport networks. Significant widespread slips, washouts, treefall, structural and bridges damage were evident across the local roading network. Marlborough District Council declared a state of local emergency on 17 July which is transitioning to recovery.

From August 2021 the Marlborough Roads Recovery Team has been established to focus on returning the roads back to a safe condition, with limited access. The roading network is now required to be reinstated to agreed levels of services.

3 The purchaser
The Marlborough Roads Network Outcome Contract (NOC) contractor (Heb Construction Limited and Fulton Hogan Limited Joint Venture) contracted to Marlborough Roads (Marlborough District Council (MDC) and Waka Kotahi NZ Transport Agency (Waka Kotahi) has created a Project Management Office as part the Marlborough Roads Recovery Team.
