Tender Description
The North West Treatment Hub (NWTH) services catchments within the North West Growth Centre and priority growth areas spurred by the Metro North-West Line. The NWTH includes the Castle Hill Water Recycling Plant (WRP), Rouse Hill WRP and Riverstone Wastewater Treatment Plant (WWTP).
North Western Sydney will continue to experience rapid population growth in coming years, spurred by investments in housing, job-creating industries, transport projects and other infrastructure. Sydney Water is working closely with customers, the community and government partners to establish new water, wastewater and recycled water services for the North West while supporting the NSW economy and the productivity, liveability and sustainability of the Greater Sydney Commission’s Central River City.

The North West Treatment Hub project has been shaped by the need to:
- Provide the best value solution
- Service growth to 2056
- Ensure servicing meets EPA compliance requirements
- Stage investment in line with forecast growth, and
- Protect waterway health.
This document provides information for an Expression of Interest (EOI) to the market for two (2) projects that are part of a planned program of works across the three north west treatment plants through to 2029.
The two projects are:
- Castle Hill 2024 Compliance project
- Rouse Hill 2024 Compliance project
Through this Expressions of Interest (EOI) process, Sydney Water invites proponents (comprising one or more companies covering the required capabilities) to demonstrate that they have the right experience, capability, understanding and commitment to work with Sydney Water to deliver the project outcomes.
This is not just about building infrastructure; we are looking for contractors that will share Sydney Water’s vision for sustainability, enhance Sydney Water technically and culturally, share the benefits of success and share responsibility for delivering the agreed outcomes.
Expression of Interest Registration
Sydney Water are inviting potential applicants who wish to pre-qualify as a tenderer for the Projects and proceed to the RFT phase. Pre-qualification will be dependent on the Applicant’s response to a formal Expression of Interest process. The purpose of this EOI is to:
- Advise the market of the Compliance projects and Castle Hill and Rouse Hill by provision an overview of the full scope of works required;
- Advise the market of the likely scope of works for the contractor(s) selected;
- Outline the procurement and selection process and indicative timetable;
- Provide an overview of the likely commercial and legal framework of the delivery model; and
- Enable Sydney Water to develop an initial shortlist of suitably qualified Applicants to proceed to the RFT Phase.
The Expression of Interest is Open to all to apply for registrations. The Expression of Interest contains several mandatory and weighted assessment criteria that will be used to create a shortlist for the tender.
These mandatory criteria include;
- Quality Management System certification to AS/NZS ISO 9001
- Safety prequalification in Beakon or equivalent management system
- Environmental Management System certification to latest version of AS/NZS ISO 14001
- Environmental and Sustainability Policy
Potential applicants should also note that the tender is for the Design and Construction of Complex Waste Water treatment plants. Shortlisted tenderers must have a track record and capacity for delivering such works, in an overall Design and Construct context.
