This Tender is invited by the Issuer.
CapabilityOne (C1) is Defence’s portfolio management and decision support tool. It comprises an ecosystem of user interfaces, reporting and business intelligence tools that enable users to manage, view and interrogate data relating to programs, projects and domains and a range of other Defence capabilities.
The Investment Portfolio Management Branch is responsible for maintenance, support and business intelligence capability for the solution. As part of a sustainment and enhancement program of work focussing on continuous improvement, business intelligence and reporting, C1 requires the skills of an experienced Business Analyst with experience in a similar environment and ideally within Defence.
Deliverables:
The successful candidate will be a part of multi-disciplinary team and will be responsible for the following deliverables and activities (but not limited to):
• Perform research, interviews and business workshops to determine business requirements and then translate requirements into suitable artefacts;
• Develop and maintain strong working relationship with key stakeholders by identifying, planning and delivering according to their requirements;
• Analyse, facilitate, model, and organise information to reconcile conflicts, elicit business requirements and distinguish solution ideas from business needs;
• Facilitate and lead business engagement for large and complex capability development, including identifying and engaging with senior stakeholders from the user communities;
• Assist and support business Change Management activities;
• Take responsibility for concisely and accurately documenting the requirements of business, ensuring they are unambiguous and measurable/testable;
• Support the delivery of initiatives by helping project teams meet schedule, business and budget objectives;
• Provide leadership assistance to other analysts in planning, analysis, and execution of plans;
• Provide objective advice, expertise and specialist knowledge to create options analysis and plans for business improvement activities;
• Identify, investigate, problem solve and deliver on continuous improvement opportunities.
The successful candidate is expected to exhibit the following behaviours:

• Provide mentorship and guidance to other team members, APS and third parties as required.
