Tender Description

THE ORGANISATION

Western Power is a Western Australian State Government owned corporation responsible for building, maintaining and operating an electricity network connecting over 1.1 million customers to traditional and renewable energy sources.

HIGH LEVEL STATEMENT OF REQUIREMENT

Western Power is seeking Registrations of Interest (ROI) from suitably capable and experienced organisations for the design, construct, supply and installation of quality turnkey transportable / modular accommodation (Accommodation) for the below listed items from (a) – (g) (Works & Services) in the following locations:

Koorda - Seven (7) x one (1) bedroom one (1) bathroom dwellings plus communal laundry/store and outdoor BBQ area. The Accommodation will be installed on Western Power controlled land.

Jerramungup - Two (2) x three (3) bedroom two (2) bathroom dwellings to be installed on Western Power owned land within the Jerramungup townsite.

In both locations the housing will be used for staff Accommodation and is therefore to comprise a high level of construction quality and finish. The Accommodation will be owned by Western Power and therefore land subdivision is not required.

Western Power will assess all responses which will result in a shortlist of Potential Vendors to be invited to the tender stage (RFT). Potential Vendors are required to answer all questions (as per section 3 of this document) to demonstrate their understanding of the project’s requirements, which includes (but is not limited to):

  • Design, engineering and surveying
  • Shire approvals (Jerramungup)
  • Siteworks and connection of available services
  • Construction, transport and installation of Accommodation
  • Fencing (Jerramungup)
  • Outdoor gazebo/BBQ area (Koorda)
  • Internal fitting and finishes including split system AC, window treatments and floor coverings.

RESPONSES

1. Experience and track record:

The Potential Vendor must describe its relevant experience in relation to undertaking Works & Services as per the Statement of Requirement:

  • Please describe your organisation’s recent & relevant Western Australian experience in delivering Accommodation in regional locations including a description of where these regional locations have been based.

In answering this question, please have regard to expertise in delivering and installing modular dwellings on vacant sites, indicative Accommodation types, sizes and key construction elements.

  • Whether materials and services which form part of the Works & Services under those contracts were designed, constructed, supplied and installed in full and on time and to the required standard and how any issues arising during the provision of the obligations were dealt with.
  • A description of your organisation’s experience in completing an end-to-end project for Works & Services, where your organisation has had full control of the site and all activities required to complete the project.

2. Capacity and Capability:

  • Describe how your organisation’s structure can manage Works & Services of this scale.
  • Provide an outline of your organisation’s capability and capacity to perform Works & Services. This must include details of number of crews, crew sizes and crew make-up, evidence of technical skills and level of qualifications of its personnel.
  • Provide a list of what Potential Vendors anticipate being major supply materials required to complete the Works & Services and where within Western Australia these major supply materials will be sourced from.
  • Provide a summary of the plant and equipment available to perform the Works & Services. Please detail in what circumstances you may require additional plant and equipment and how it will it be sourced.

3. Delivery Performance:

The Potential Vendor must provide the following statistics from delivery schedules:

  • Timeframes to Design, Construct, Supply and Install Transportable / modular housing, (including a breakdown of manufacturing timeframes and ex-work timeframes).
  • Rate of on time delivery for previous projects (and how this was calculated).
  • Maximum days of late delivery (from agreed delivery date).
  • Contracts that experienced or are experiencing extensions of time (EOT), including reasons for the EOT.

 

4. Subcontractors:

A subcontractor is any organisation or person that is not an employee and that you have a contractual arrangement with to complete certain work activities.

  • Please provide evidence of an ability to subcontract the Works & Services to locally vendors that are within the regional area Prescribed Distance (refer to Annexure 1).
  • For those Works & Services that you would intend to subcontract, please provide details of the subcontractor arrangements currently in place (including name, location, address and contact details of the subcontractors you have arrangements with). Please be specific about what exact services you would expect to subcontract.
  • Please briefly describe your company's experience in managing those subcontractors.
  • If your company would perform the majority of Works & Services in-house, please provide your organisation's subcontractor management procedures in the instance that you may be required to engage a subcontractor in the future.
