Tender Description
The PTA has completed project definition and procurement planning works for the High-Capacity Signalling (HCS) Project (the ‘Project’), a project which will replace the existing Transperth rail network signalling system and control system technology with an Automatic Train Control System (the ‘ATC System’). The preferred technology choice for the ATC System is a Communications-Based Train Control (CBTC) system, as a means of providing in-cab signalling, safe route setting, safe management of train separation, supervision of train movements with Automatic Train Protection (ATP) capability and driving of trains with Semi-Automatic Train Operation (STO) capability.
This EOI Invitation and related HCS Project documents use the term “Communications-Based Train Control” (CBTC) as a generic reference to either virtual fixed block or moving block systems.
The PTA, for the purposes of this EOI Invitation, would consider CBTC systems to include:
- IEEE 1474 based systems; and
- ETCS Level 3 based systems, of the general capability described in UNISIG SUBSET-026-2 section 2.6.7.
The functional requirements for the ATC System have been developed based on IEC Standard 62290-Urban guided transport management and command/control systems.
The PTA is seeking Expressions of Interest from suitable suppliers for the design, supply, installation, testing, commissioning and maintenance of the proposed ATC System.
