Tender Description

1. Shell Australia Pty Ltd Overview

1.1 Prelude FLNG Facility - Offshore Scope Overview

1.1.1 The Prelude field lies approximately 200 km off the North West coast of Western Australia and 475 km north-north east of Broome in F-Block (WA-371-P) in Western Australia.

1.1.2 The Prelude FLNG is moored using 16 mooring lines connected to piles grouped into 4 quadrants in water depth of 250m and has production capacity of 3.6 Mtpa LNG, 0.4 Mtpa LPG and 1.3Mtpa of Condensate.

1.1.3 The Prelude FLNG comprises of a turret moored offshore floating production Facility with gas processing and liquefaction units. The Facility includes LNG (232,000 m³), LPG (95,000 m³) and condensate (133,000 m³) storage as well as facilities for exporting these products to carriers. It is directly connected to the gas reservoir and wells via flexible risers routed to the turret. All reservoir, subsea control, processing, storage and loading will be operated from the Facility. The Facility is designed to remain on station for 25 years without a need for dry docking.

1.1.4 Prospective Contractor Personnel will fly to and from the Facility via an aviation base in Broome Airport.

2. Scope Overview

2.1 Prospective Contractor shall manage, direct, supervise and control Services described in this Article herein and all associated obligations and operations as described in this article and shall assume the obligations, liabilities and rights as specified in the Contract.
2.1.1 Co-ordinate, organise, control and monitor Services.
2.1.2 Provide qualified CONSULTANTS professionally competent in accordance with the highest standards of the profession Team members to execute Services accordingly.
2.1.3 Perform works in line with the relevant codes, standard and Company specifications.
2.1.4 Mobilise prior to the start date of the Purchase Order, and demobilise following Purchase Order completion, expiry or termination;
2.1.5 Support and advise Company in organising, scheduling, controlling, monitoring and supporting the Services.
2.1.6 CONSULTANTS will not be engaged directly or indirectly in any activities that may result in conflicts of interest with regards to its responsibilities.
2.2 Support Services

Prospective Contractor shall supply the following Geomatics, Metocean and Geophysical Consultancy Services:

Role & Responsibilities

Geophysical Acquisition and processing QC Representative

• Responsible to ensure that contractual and technical requirements are met offshore;
• To monitor costs and progress offshore and perform data acceptance Quality Control;
• To liaise with other Client Representatives and to issue integrated daily and weekly reports
• To liaise with the Client on a daily basis;
• To produce a full report at the end of the survey.

Positioning and surveying QC Representative

• Ensure that calibration and verification of all positioning equipment is performed during mobilization;
• To monitor navigation data during survey and/or positioning operations and ensure consistency of recorded data.
• To liaise with the Client on a daily basis or as often as required.
• To report any observations in the daily and weekly reports.

Health Safety and Environmental Advisor

• Responsible to actively participate in the implementation of HSSE policies, work procedures and standards;
• To attend and guide HSSE meetings and perform HSSE inspections with the CONTRACTOR;
• To liaise with the Client on a daily basis of as often as required;
• To report any observations in the daily and weekly reports.
• Ensure HSSE KPIs are met Establish and promote a safe working culture

Onshore Processing / QC Representative

• To rapidly perform data acceptance and quality control of provided data;
• To advise the COMPANY with regards to the quality of the provided data.

To report on QA/QC of data.

Construction / IMR QC Representative

• Responsible to ensure that contractual and technical requirements are met offshore;
• To monitor costs and progress offshore and perform data acceptance Quality Control;
• To liaise with other Client REPRESENTATIVES and to issue integrated daily and weekly reports;
• To liaise with the Client on a daily basis;
• To produce a full report at the end of the survey.

Onshore Project / Operations Manager

• Responsible to ensure that contractual and technical requirement are met;
• To monitor costs and progress;

To liaise with the Client on a daily basis.

Marine Fauna Observer / Environmental Survey Advisor

• Responsible to carry out dedicated visual watches for marine mammal presence during daylight hours;
• To communicate clearly with the bridge crew and to ensure that appropriate mitigating report at the end of the survey.
