The Department of Communities (Communities) intends to undertake an Expression of Interest (EOI) process to shortlist suitable organisations to assist with developing key elements of its homelessness and housing project, Common Ground. Common Ground facilities provide permanent, supportive, and affordable housing for people who are experiencing chronic homelessness, are sleeping rough, or are low-income earners. The EOI process will shortlist Aboriginal Community Controlled Organisations; Community Service Organisations, and Community Housing Organisations to participate in the process of adapting the known Common Ground model to meet the needs of the Western Australian cohort. This process will ensure Common Ground principles are successfully applied tothe service delivery model to improve outcomes for the Western Australian population consistent with the Delivering Community Services in Partnership Policy. This EOI process is not a Request for Tender, however, it is expected that only organisations shortlisted through this EOI process may be invited to participate in any potential future procurement processes to deliver Common Ground services in Perth and/or Mandurah. This will likely be a Request process and/or invite to submit a more detailed Response to apply to deliver the services with the shortlisted organisations. However, this EOI process does not represent any commitment or guarantee of any future procurement processes.
