Tender Description
TENDER FOR FOOD SERVICES
Mosman Council invites tenders from suitably experienced and qualified companies for the provision of prepacked meals and prepared food for the Mosman Meals Service (Home Delivery for Seniors) and Community Restaurant.
SCOPE OF TENDER INCLUDES
1. The provision of high quality, nutritious meals:
1.1 individually packaged chilled and frozen main meals, desserts and soups, and chilled salads for Mosman Meals.
1.2 prepared chilled meals, including soup, main meal and dessert for the Community Restaurant.
2. All chilled and frozen meals will be delivered to Council's Receiving Centre, unpacked and placed in Council's refrigerators and freezers at a time and frequency as specified by Council.
3. All materials will be of a quality recommended by food safety systems such as HACCP and approved by the Supervising Officer.
4. All foods must be of high quality and produced and delivered within the recommended safe temperature ranges for chilled and frozen foods.
5. The range of foods provided must include options for foods that are culturally appropriate, suitable for special diets and can be pureed.
The Contract term will be 36 months, with an extension at Council's option of 36 months.
PROBITY
Without limiting anything in this Request for Tender, Council is committed to acting with integrity and probity and expects all participating parties to act with integrity and probity in relation to the tender process. Council requires every Tenderer to have due regard to probity throughout all processes undertaken pursuant to this Request for Tender.
GOVERNMENT POLICIES
Each Tenderer must comply with all New South Wales Government and Council policies, codes and schemes that apply to this Request for Tender. Each Tenderer, by submitting its Tender, acknowledges its willingness to comply with such policies, codes and schemes to the extent that they are relevant and applicable to this Request for Tender.
In particular, the attention of each Tenderer is drawn to the New South Wales Government Code of Practice for Procurement. A copy of the Code is available on the Treasury website www.procurepoint.nsw.gov.au/
Without limiting the above, lodgement of a Tender will itself be an acknowledgement and representation by a Tenderer that it is aware of the requirements of the Code, that the Tenderer will comply with the Code, and that the Tenderer agrees to provide periodic evidence of compliance with the Code and access to all relevant information to demonstrate compliance for the duration of any Contract that may be awarded.
If a Tenderer has failed to comply with the Code, this failure may be taken into account by Council when considering its Tender and may result in the Tender or any subsequent Tender being passed over without prejudice to any other rights of action or remedies available to Council.
Council is committed to the NSW Government Waste Reduction and Purchasing Policy. The Tenderer must detail in its tender the recycled content of any tendered products.
MOSMAN COUNCIL STATEMENT OF BUSINESS ETHICS
Each Tenderer must comply and ensure that all its subcontractors and personnel comply with the requirements of the Mosman Council Statement of Business Ethics, available at www.mosman.nsw.gov.au/council/plans/governance.
ABOUT MOSMAN COUNCIL
Mosman Council administers an historic harbourside area of 8.7 square kilometres with a population of about 28,000. It is almost completely surrounded by the waters of Sydney and Middle Harbours and is only 6 kilometres north of the Sydney CBD with ready access by bus and ferry.
Mosman Council manages a variety of parks, reserves and foreshore areas which serve as venues for formal and informal recreation, sport, leisure and functions for all age groups in the community along with 14 public playgrounds and 6 beautiful beaches.
Other major features of the Council area include Sydney Harbour National Park, HMAS Penguin Naval Depot, Taronga Zoo, Mosman Art Gallery and Community Centre, Marie Bashir Indoor Sports Centre and Drill Hall, Bridgepoint Shopping Centre and an extensive retail and commercial precinct along Spit and Military Roads.
