Three contractors are required to support a trial and establish an evidence base to evaluate the appropriateness of a proposal to combine business services.

Two of these contractors will form a core project team and perform ad-hoc business activities that support the aims of the project including (but not limited to):

- Developing engagement/communication strategy for pilot
- Supporting pilot implementation
- Development of an appropriate evaluation framework for pilot
- Drawing evidence based findings from pilot
- Supporting workforce planning research
- Supporting reporting to Government

A third contractor will lead a workforce planning strategy to combine business services. This will likely involve (but not be limited to) estimating impacts (including financial) that a combined services model would have on affected agencies and translating that into a format that can be presented to Government for decision. This contractor may also assist with the ad hoc business activities of the core project team, as required from time to time.

Potential service providers should demonstrate experience in developing trials to test business processes and in developing recommendations from such trials to inform government decision making.
