Tender Description

⁠⁠⁠This tender seeks a contractor resource whose role will involve documenting the procurement process within ASD to ensure that the procurement context, including applicable procurement policies and practices, are clearly understood by ASD personnel undertaking procurement.

This will involve the development of the following artefacts:

• A procurement process overview that details the operation of the ASD/Defence procurement environment and how relevant Defence procurement policies apply within ASD (including any approved deviations from these policies);
• Identifying where to find relevant procurement policy promulgated by ASD, Defence and through whole of Government mechanisms;
• An overview of how procurement occurs within ASD for common procurement types including services engagements, ICT software and ICT hardware acquisition;
• A review of all major process documents used to facilitate the procurement process with appropriate customisations being undertaken to develop a document set that reflects ASD’s status as a separate statutory agency operating within the Defence portfolio;
• Documenting all major procurement mechanisms used within ASD i.e. standing offers, whole of Government Arrangements etc including providing example engagement documentation such as official orders etc for commonly used arrangements;
• Customising relevant procurement templates and process documents for use within ASD;
• Documenting ASD specific procurement arrangements not otherwise documented by the Department of Defence including but not limited to insurance, purchasing from foreign governments and procurement which is reliant upon ASD’s exemptions under the Commonwealth Procurement Rules, etc; and
• Identifying a recommended procurement competency training plan for ASD procurement personnel at the beginner, intermediate and expert levels. Please note that most of the information identified above already exists within ASD and the contractor resource is primarily needed to identify relevant materials, collate and customise those materials and then help facilitate their being published for general use within ASD.

The documents developed are to be made available on the Defence Protected Network through an ASD specific webpage and through the Defence records management system used by ASD. Office space will be provided by ASD at Russell Offices in the ACT. No travel is required as part of this engagement. This requirement will be subject to an initial one month validation process that will be used to formalise the deliverables including the identification of milestones for the delivery of the different activities identified above. Applicants should have a sound understanding of the Commonwealth procurement process and have well developed research, communication and writing skills.

Note that web publishing skills are not required for this activity and ASD will provide access to personnel with the ability to post materials to the Defence Protected Network intranet.
