Tender Description

Aurora Energy purchased and configured the GE PowerOn Advanced Distribution Management System (ADMS) in 2018. The DMS (Distribution Management System) and SCADA (Supervisory Control and Data Acquisition) functions are currently used for managing the network. But the Outage Management System (OMS) functionality is not being utilised. This has limited the business' ability to manage outages.

Because the OMS is a complex system, Aurora Energy has taken a two-stage approach where they decided to first review the use of the OMS within the current landscape and gain a deeper understanding of how associated process, systems, roles and functions need to change to ensure maximum business value is obtained from the use of the OMS, and also understand what benefits and risks exist from this change.

Having completed Stage 1 that included the initiation and execution of an OMS Readiness Review Project and gained business approval through a formal Decision Gateway Stage to implement the Future Operating Model, Aurora Energy now seek a Consultant to deliver the Implementation Project (Stage 2).

The purpose of this Request for Proposal (RFP) is to invite Prospective Suppliers to submit their Proposals for the Outage Management System: Stage 2 - Implementation Project based on the scope and deliverables outlined in Section B - Outcomes, scope, approach, and schedule of the RFP Document.

This RFP is a single-stage procurement process that has been released to an open market.
This RFP involves a weighted attribute evaluation methodology. The evaluation attributes and associated weightings contained in this RFP are primarily designed to identify a Prospective Supplier that best meets the Requirements outlined in this document.

The objective of this RFP process is to obtain sufficiently detailed information from Prospective Suppliers about their respective organisations, and their proposed solution.

This enables Aurora Energy to select and appoint a Supplier to deliver the Outage Management System: Stage 2 - Implementation Project.
