This Tender is invited by the Issuer.

ASIC IT seeks a Supplier to provide a highly qualified and experienced Enterprise Architect for the Modernisation of Business Registry (MoBR) Project.

The Enterprise Architect will support the efforts of the ATO and ASIC, and the new Business Registration organisation, towards establishing the new Business Registration Platform from an architecture planning and migration perspective, but also assisting with the decoupling of ASIC Legacy systems.

ASIC is requiring one (1) Enterprise Architect for this project as a Consultant under a Time and Materials basis contract.

Role of the Enterprise Architect:
• presents, justifies communicates to all stakeholders in business and IT the objective and vision of the business case
• guides and informs the technology systems that are needed to support the strategy developed in the MBR Business Case.
• Covers technical and IT Business aspects of the MBR solution
• Understands the Registry Services business and technology concerns

Responsibilities:
• Responsible for overseeing the complete end to end MBR solution
• Ensuring that the solution meets the governments requirements
• Strives to align and make visible technology and business solution implementation
• Collaborates with the Program Architect and lead architects

Deliverables:
• Program Decisions
• Program Increment Planning PI27, PI 28, PI 30, P31, PI32 (this detailed information will be provided to the successful candidate)
• T2 / T3 / T4 Delivery Approaches (this detailed information will be provided to the successful candidate)
• Guidance on ABRS Search Implementation
• Guidance on ASIC Legacy Systems Delivery
• Program Solution Options Analysis
• Guidance Finance Transition
• Guidance Search Transition
• Solution advice on Registry Company Implementation
• Providing assurance on the Legacy Proof of Concept implementation

The Consultancy services are required for 12 months from 1 August 2021 to 31 July 2022, with a 12-month optional extension period.
The estimated workdays effort are 264 days per annum.
The consultant’s work efforts are to be billed to ASIC on a time and materials basis.

The Consultant must have:
• Excellent stakeholder engagement
• Excellent communication skills
• Experience in facilitating workshops with ASIC IT and non-IT business representatives and external agencies
• Excellent written skills
• Strong experience in developing Architectures and Designs covering different domains such as Business, Applications, Data, and Infrastructure
• A good team player to work with a project team comprising of business SMEs, business analysts, solution designers, and project managers
• Experience in the Finance Industry in Government and with a specialisation in Regulation
• Experience with a Company Registrar
• Ability to work with and within WofG standards (eg. DTO digital standards, WCAG)
• Architecture level experience with Microsoft Enterprise products (MS CRM Dynamics, SharePoint, SQL Server, MIM)
• Ideally experienced with Oracle Siebel, Oracle ESB, Oracle Web Centre and IBM/SoftwareAG Mainframe.

The successful Supplier’s candidates will be working closely with stakeholders from ASIC IT and non-IT business teams and the ATO.

The nominated personnel for this engagement must be an Australian Citizen.

Personnel with current AGSVA Baseline or NV1 clearance is an advantage.
