Tender Description
The Western Australia (WA) Police Force intends to issue a Request for Tender on 29 October 2021 for WAPOL06321 Enterprise ICT Services.
WAPOL06321 is for consolidated Enterprise ICT Services to deliver services to the WA Police Force in a collaborative, relational contract arrangement with a single prime contractor or consortium. Please refer to the Request Summary section below for a high-level description of the intended contract.
Respondent Vetting Process
Request documentation will be accessible via an external virtual Data Room. To gain access to the virtual Data Room during the Request advertisement period Potential Respondents must pass the WA Police Force’s Respondent Vetting process. The Respondent Vetting process is intended to provide the WA Police Force with confidence the Potential Respondent does not pose a security risk, given the sensitivity of some of the information that will be made available in the Data Room. The Respondent Vetting process will occur as follows:
- Potential Respondent completes the following documents, located on this Tenders WA page:
a. Data Room Communications Confidentiality Deed; and
b. Potential Respondent Security Assessment Tool (PRSAT);
- Potential Respondent sources ASIC report(s) outlining the Potential Respondent:
a. has its principal place of business and registered business office in Australia; and
b. has had an ABN for at least 12 months (or is (or has recently been) a related body corporate of an entity that has had an ABN for at least 12 months);
- Potential Respondent provides a formal, written declaration of solvency. The written declaration of solvency must be signed by the majority of the Potential Respondent’s Directors stating that, in the Directors' opinion, the Potential Respondent is solvent;
- Potential Respondent provides all five documents outlined in steps 1, 2 and 3 to Matt Filippone from the Department of Finance at matthew.filippone@finance.wa.gov.au. The WA Police Force may clarify or follow up on submitted documents; and
- Upon confirmation from the WA Police Force that a Potential Respondent has successfully passed the Respondent Vetting process, a registration request for the Data Room can be submitted here. The WA Police Force will action the registration request within two business days. It is recommended Potential Respondents submit registration requests using Google Chrome to ensure functionality.
Please note that if a Potential Respondent has already been granted access to the Data Room during the Early Tender Advice (ETA) period, it does not need to complete step 5 above, however must still complete all other steps.
Any Potential Respondent with access to the Data Room (from the ETA period) that has not successfully completed the Respondent Vetting process by the Request release date will have its Data Room access rescinded.
Request Summary
WAPOL06321 will:
- Meet and support the unique challenges that the WA Police Force faces: i.e. technical, geographical, logistical and financial;
- Focus on ensuring that ICT positively contributes to supporting the WA Police Force’s mission to enforce the law, manage and coordinate emergencies, prevent crime and protect our WA community; and
- Provide capacity and capability services to consistently and cost effectively meet service standards and timeframes.
It is expected the contract will be awarded on the basis of an initial seven-year contract term, with two extension options of two years, and a final single extension option of one year, for a total contract term of up to 12 years.
Services will be organised into Service Packages as summarised below. Respondents will be required to deliver services in all Service Packages. The Service Package structure has been designed to appropriately group operational functions and expertise:
- Package A: Application Support and Development;
- Package B: Service Operations;
- Package C: Infrastructure Platform Services;
- Package D: Security Services; and
- Package E: Project Oriented Services.
