⁠⁠⁠Developing Sustainable Urban Mobility Plans for Semarang, Makassar and Denpasar Metropolitan Areas

Program Background
The Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) is a 10-year facility supported by the Australian Government and implemented by Cardno. KIAT’s overarching goal is to support ‘sustainable and inclusive economic growth through improved access to infrastructure for all people’. To support this goal, KIAT works with the Government of Indonesia (GOI), Government of Australia, the private sector, Multilateral Development Banks (MDBs) and other development partners, as well as civil society to help achieve the following ‘End-of-Facility Outcomes’:
1. Improved GOI policy and regulatory framework for infrastructure development
2. High quality projects prepared and financed by GOI, the private sector and / or MDBs
3. High quality infrastructure delivery, management and maintenance by GOI
The initial focus of the KIAT Facility is on the following areas: Water and Sanitation; Transport; Gender, Social Inclusion and Civil Society Engagement (GESI-CSE); and Infrastructure Funding and Financing.

The role
KIAT is looking for International Urban Mobility Governance Specialist will assist GOI in its implementation of the National Medium-Term Development Plan, RPJMN 2020-24, which identifies the development of Mass Transit Systems in six Indonesian cities as a key priority. These six cities are Jakarta, Surabaya, Bandung, Medan, Makassar, and Semarang.
The main objective of this position is to improve urban mobility in ways that meet GOI development priorities and reflect local needs through extensive consultation. This position will assist three metropolitan areas, namely Kedungsepur, Mamminasata and Sarbagita centred around the cities of Semarang, Makassar and Denpasar respectively, to develop sustainable urban mobility approaches to resolve current issues and prepare for future demand.

This role also involves the following key activities:
The International Urban Mobility Governance Specialist will perform the following tasks:
1. Undertake a desk review of international best practice concerning the management of sustainable urban mobility policies, strategies and investments for metropolitan areas. Identify best practice examples that could be appropriate for Indonesia and for the Semarang, Makassar and Denpasar metropolitan areas.
2. Review current arrangements and proposals for metropolitan governance for the metropolitan areas of Semarang. Makassar and Denpasar.
• review current and proposed arrangements for metropolitan planning, design and implementation of spatial development and urban mobility policies, strategies and investments;
• review current staffing and budget allocated to metropolitan spatial development and urban mobility policies, strategies and investments.
• review current and proposed legislation, regulations and procedures for spatial development and urban mobility policies, strategies and investments.
3. Based on the results of the review of international best practice (paragraph 1, above) and the review of current practice (paragraph 2, above), assist the Technical Working Groups and the Executive Working Groups to prepare proposals for the management of the Sustainable Urban Mobility Process for the three metropolitan areas.
4. Ensure that consultations, meetings, and decision-making processes include representations of gender;
5. Ensure that all key activities consider opportunities to strengthen Gender Equality and Social Inclusion (GESI) outcomes during implementation, and where relevant consider the feasibility of engaging with civil society to enhance these outcomes.
