Abt Associates - Senior Monitoring, Evaluation and Learning (MEL) Adviser

⁠⁠⁠ The Senior Advisor will assist the MEL Director to track IW progress and implement the IW MEL system, through design, managing and reporting on MEL activities across IW pathways. With the support of the IW MEL Coordinator and short-term advisors as needed, the position will play a lead technical role on one or more selected program pathways (Workplace Gender Equality; Impact Investment for Women’s SMEs; Influencing Gender Norms). This includes responsibility for primary and secondary data analysis and user-appropriate reporting. The position will contribute to the production of MEL reports and dissemination of analysis and findings around progress towards program outcomes

Key Duties
• Support the Program in implementing, monitoring and reporting against program activities, tracking results and lead outcome evaluation activities for Pathways
• Design and implement quantitative and qualitative data collection (surveys, interviews, focus groups, case studies), analysis, research and reporting for review of Pathways’ progress against their Theories of Change
• Work with IW pathway teams and counterparts within partner organisations (where appropriate)
• Support the MEL Director to recruit and manage short term advisors carrying out MEL activities, research or analysis
• Liaise and meet regularly with IW Pathway team members and relevant IW partners to ensure the MEL team is up to date on program activities and challenges
• Provide written and verbal reporting of MEL findings to key IW staff and stakeholders, including through powerpoint presentations and infographics
• Lead pathway learning agendas, including through internal consultations and learning events, analysis of available evidence, and dissemination of learning products for internal and external audiences
• Support periodic review and update of the IW Theory of Change and MEL system
• Track progress against workplans ensuring efficient, effective and timely delivery, and report these to the Director, identifying any potential risks and areas requiring further support

Key Requirements
• Tertiary qualifications (or equivalent experience) in social sciences, preferably with a focus on quantitative and qualitative MEL, data collection/research and analysis of data
• Ability to present findings clearly and concisely (in writing and verbally) and to target communication to meet the needs of different stakeholder groups and end-users of information
• Experience engaging with senior counterparts and stakeholders to coordinate and execute evaluation activities, disseminate findings and build knowledge capacity
• Highly competent in Word, Excel, and PowerPoint, with competency in other software such as SPSS and Strata also desirable
• Flexible and a team player, experienced in working effectively with a range of stakeholders. Experience with private sector stakeholders highly desirable
