Microsoft’s business model for Australia requires the Territory to engage a Licensing Solutions Provider (LSP) to procure product licensing. While an Agreement is made directly with Microsoft (the terms of the licensing and services) all purchases are made via a LSP. Noting that Microsoft has been determined as being the preferred product, the Territory would approach the market for an LSP through an open tender process. This process requires a two-stage approach:

Stage 1 –Establishment of an overarching ELA with Microsoft Australia (Microsoft)

Stage 2 – Public Tender via Tenders ACT for procurement of licenses through Microsoft resellers.
