The Goulburn Waste Management Centre (GWMC), located at 100 Sinclair St Goulburn, has officially been in operation since 29 September 1900, commencing as a site for the disposal of night soil and solid waste. Whilst the disposal of sanitary waste concluded in 1950, and the site has continued to receive solid wastes until the present day. Today, operations at the GWMC include the collection and recycling of bulky goods, comingled recyclables, batteries and oils, general landfill, and organics composting.

Council is seeking a contractor for the construction of new facilities as described below.

The new facilities will be modern, efficient and community focused enabling greater segregation, recovery and recycling of materials. A new recyclables resale shop complements the new site facilities to enhance community engagement and awareness in waste reduction.
The Construction incorporate sustainability principles to create a well presented and modern combination of structures and landscaped areas that provide a safe and appealing environment for both the public and operational staff to work together in.

The new facilities consist of the following major elements:
-New Re-use Hub building
-New Resource Recovery Shed incorporating
-New Community Recycling Centre (CRC)
-Bulky goods
-Comingled recyclables
-Steel, concrete, green waste and general waste
-New site office facilities & Education Centre
-Additional weighbridge
-New operational vehicle wash bay
-New rainwater and leachate management systems
-Upgraded site utilities
-Upgraded stormwater network
