DetailsNorth West Queensland Regional Organisation of Councils, on behalf of the participating Councils, invites tenders from suitably qualified tenderers for the supply (including design), installation, and commissioning of automatic flood warning infrastructure (95 assets at 65 sites) across the North West Queensland Region AO1.
The participating Councils are:
• Boulia Shire Council (8 sites,14 assets)
• Burke Shire Council (14 areas, 22 assets)
• Carpentaria Shire Council (12 sites,13 assets)
• Cloncurry Shire Council (9 sites,12 assets)
• Croydon Shire Council (1 site,1 asset)
• Diamantina Shire Council (2 sites,4 assets)
• Etheridge Shire Council (3 sites, 5 assets)
• Flinders Shire Council (3 sites, 5 assets)
• Longreach Shire Council (3 sites, 3 assets)
• McKinlay Shire Council (4 sites,7 assets)
• Richmond Shire Council (4 sites, 5 assets)
• Winton Shire Council (2 sites, 4 assets)
Scope of Works
The Contractor is required to supply (including design), install and commission automatic flood warning infrastructure at various sites across North West Queensland. The Works includes, but is not limited to, the following activities for each site:
• Initial overall fit-for-purpose assessment of the proposed site, including communications signal testing, survey, photography, geotechnical assessment.
• Validation of the Queensland Reconstruction Authority (QITPlus) “FWIN Desktop Communications Assessment” on communication options only if required.
• Communications signal testing.
• Consideration and proposal of alternative site (if required).
• Confirmation of final site selection with the Purchaser.
• Geotechnical testing.
• Survey.
• Completion of the Bureau of Meteorology (BOM) “Application for Station ID Number” form in conjunction with the Superintendent to be sent in bulk.
• Provision of Registered Professional Engineer of Queensland (RPEQ) certification for detailed design of concrete footings and flood warning infrastructure.
• Installation of flood warning infrastructure.
• Installation of survey benchmark for each river gauge site.
• Provision of RPEQ certification for construction of concrete footings and installation of flood warning infrastructure equipment.
• Traffic management during construction and installation.
• Clean up of site.
• Testing of flood warning infrastructure equipment.
• Commissioning of flood warning equipment.
• Integration of communications data to Purchaser’s existing data management platforms and systems.
• Integration of communications data to the Department of Transport & Main Roads (TMR) existing data management platforms and systems for sites located on state-controlled roads.
• The Contractor must, at the end of the project, prepare the documentation and give it to the Superintendent for handing over to TMR in bulk. The documentation will include the installation and commissioning reports and the URL link.
• Provision of operation and maintenance manuals including “as-constructed” drawings as well.
• Handover to Purchaser, including operation and maintenance training.
• Provision of fully transferrable warranties.
• Delivery of Defects Liability Period requirements as per the Contract
• Associated miscellaneous activities required to complete the Works, including, but not limited to mobilization/demobilization, travel between sites, dilapidation survey, program management, safety management, environmental management, cultural heritage management, quality assurance management, miscellaneous reporting, supervision, commissioning report to include photos and installation report.
