Dorado Oil Field - Offshore Division Technical Safety Consultants

Scope of Work:

The Company is embarking on a growth phase to achieve its target of being Australia’s leading energy producer by 2025, with a significant proportion of growth to occur within the Offshore Division. The activities can be categorised into 5 main groups and the associated approvals required to execute the works:

1. Major Capital Projects - Barossa and Dorado
o Drilling, subsea installation, hook up & commissioning and Operating Safety Cases

2. Integrated Projects – Brownfield modification, tiebacks to existing facilities and inspection, monitoring, maintenance and repair activities, including with diver support
o Tie-back to John Brookes platform, tiebacks to Reindeer platform and other installation and commissioning activities

3. Base Business – Operational assets
o Operational revisions and 5 yearly updates

4. Drilling and Exploration – Exploration drilling and Seismic
o Exploration drilling and seismic acquisition

5. Cessation and Asset Removal
o Comparative assessment, suspension of operations, asset removal

To support these facilities and projects, a significant workflow of approvals, ~30+ Safety Cases/Revisions are planned for the period 2021 to 2022. To enable the delivery of the above activities, Santos Offshore requires the support of Technical Safety Consultants for the development of these Safety Cases and supporting studies.

Note:

The Safety Case requirements of Contractor facilities/vessels, such as MODU, DSV etc is not included in this work scope but
bridging SIMOPS or interface plans may be included in the Santos work scope.

Technical Requirements

It is a requirement that all consultants involved in the Work have demonstrated significant knowledge and expertise in the
following:
- The infrastructure deployed or to be deployed by the Company including infrastructure managed by under a contract e.g seismic vessels, drill rigs (semi-submersible, jack-up, terrestrial), in-field support vessels, marine and terrestrial pipelines and offshore facilities, both fixed and floating.
- The stages of the hydrocarbon lifecycle that conceptual and operational activities are in. These can include, but are not restricted to exploration, appraisal, detailed design, mobilisation, construction, commissioning and start-up, demobilisation, operations, suspension of operations and asset removal.

- Formal Safety Assessment studies performed in support of Safety Case development
- Development of Safety Cases for regulators of petroleum activities in Australia (e.g. NOPSEMA, DMIRS, DPIR).
- Processes, documents and deliverables in compliance with applicable laws and regulations in the legal jurisdiction in which the activity is planned to be undertaken.

Service Requirements

The scope of work requirements includes:
• Safety Case supporting studies:
- workshop facilitation/scribing/reports (HAZID, HAZOP, LOPA, ALARP, SIMOPS reviews, Interface Plan/bridging documents), development of major hazard registers, MAE summary sheets, bow-ties, the full suite of FSA studies as appropriate for both offshore and onshore facilities including pipelines, safety impact assessments, identification of Safety Critical Elements, development of performance standards, preparation of Scopes of Validation and key technical decision notes/reports to support ALARP demonstration.
• Safety Case documents:
- Development of Safety Case sections for new facilities, revisions and addendums, including: Introduction, Facility Description, SMS, FSA, ALARP sections and concordance tables, to meet NOPSEMA, NT DPIR and DMIR regulatory requirements and subsequent acceptance.
- Provide technical support and expertise to enable effective communications with relevant state, territory and/or federal regulators e.g. written and face to face, as required.
