Tender Description

Council is seeking to engage a licensed contractor or contractors to carry out work on Fire Protection Equipment in a variety of buildings and facilities throughout the Cessnock Local Government area for the period 1 July 2021 to 30 June 2024 with two extensions of twelve months with satisfactory performance.

Council controls a variety of buildings and facilities throughout its Local Government area and is seeking to engage a suitably qualified licensed contractor to carry out work on Fire Protection Equipment in these buildings.

A single contractor will be engaged to carry out the specific programmed maintenance work in accordance with the required standards. Any additional buildings requiring servicing during the contract term will be advised to the Contractor.

SPECIFIC PROGRAMMED MAINTENANCE

The Scope of Work for maintenance of the Fire Protection Equipment in each of these buildings shall be in accordance with AS 1851-2012 Routine Service of Fire Protection Systems and Equipment.

Inspect, maintain and report (actions up to and including those prescribed within AS1851 yearly routine service schedule) on the following:

  • Fire blankets
  • Portable fire extinguishers
  • Fire hose reels
  • Fire hydrant systems (hydrant valves and booster assemblies)
  • Fire detection and alarm systems AS1670.1
  • Fire detection and alarm systems AS1670.6
  • Automatic fire detection suppression systems (sprinkler and gaseous)
  • Passive fire and smoke systems
  • Fire pump-sets
  • Paths of travel incl. doors, exit doors and fire safety signage (EPA reg. 2000 P9 Div7)
  • Inspection requirements as per Clause 175 (b) of the EP&A Regulation

Note: Service levels beyond yearly are to be excluded from this schedule and priced separately.

Provide and complete log books, inspection reports and associated documentation to enable the submission and signing of the Annual Fire Safety Statements for equipment identified above. Hard copy inspection reports may be requested.

The cost for the inspection and reporting on each of the above areas shall be included in Schedule 2. It is intended that one contractor shall be engaged to carry out all of the specific Programmed Maintenance to all of the buildings listed.

The Contractor is to carry out inspections, tests and reporting in accordance with Councils current program which meets the requirements of AS1851-2012 for the various types of fire equipment.

Annual fire statement shall be completed prior to 30 April each year. The timing of the inspections and reporting is considered critical and will be treated as such.
