Valuation of Roading and Three Waters Assets Expression of Interest

⁠⁠⁠Stratford District Council is seeking a robust valuation of its roading and three waters assets, together with an assessment of annual depreciation.

 
For financial purposes, the valuation is expected to be performed in accordance with New Zealand Asset Valuation and Depreciation Guidelines and Public Entity International Public Sector Accounting Standard 17 Property, Plant and Equipment.

We anticipate the following approach to the valuation process:
Land: stated at revalued amounts being fair value based on market value at date of valuation.
Road Assets: Stated at their revalued amounts being fair value based on market value and/or on depreciated replacement cost as at the date of valuation less any subsequent accumulated depreciation.
Fixed Plant: Stated at their revalued amounts being fair value based on market value and/or on depreciated replacement cost as at the date of valuation less any subsequent accumulated depreciation.
Reticulation Assets: Reticulation assets, being the reticulation system and networks of water and drainage, to be stated at their revalued amounts being fair value based on market value and/or on depreciated replacement cost as at the date of valuation less any subsequent accumulated depreciation.
Depreciation: Straight line.
Asset lives: Nominated by Supplier in accordance with industry standards.
