At a high level this procurement project seeks to procure a fully managed Content Services Platform (CSP) to provide the following services to various icare business units:

• Secure Document/content storage;
• Search (using metadata and keywords) and retrieval;
• Document/content archiving and disposal;
• Document indexing;
• Document/Content Workflow and process management;
• Content collaboration features;
• Content governance (encryption, compliance to various standards);
• Content security and role-based access;
• Records management capabilities;
• Document Annotation, document separation, merging, redaction etc.;
• Integration with other business solutions;
• Reporting and dashboards;
• Enterprise administration; and
• Logging and monitoring of the platform.

At a high level a fully managed platform will include the following:
• Software licencing
• Cloud Hosting services within NSW, Australia;
• Maintenance services related to software and hosting;
• Includes ensuring the software remains current, supported and fit for purpose; including applying major and minor upgrades as necessary;
• 24/7 platform (application and hosting) support;
• Service that meets all icare and NSW Gov compliance and security requirements;
• Data backup, recovery, and Disaster recovery services for the hosted solution that complies with RFP requirements;
• Disengagement plan and disengagement assistance;
• Transition project and data migration services from current incumbent provider; and
• Options for icare to engage 3rd party providers or contingents for project development to maintain competitive tension.

Following business units/functions currently use the current CSP:

• Personal Injury Claims (Workers compensation claims);
• Prevention and underwriting (Policy and billing for workers compensation policies);
• Insurance for NSW (Policy documents for construction risk insurance fund);
• Medical Support Panel forms;
• Dust Disease Care (Onboarding related flow and content); and
• Home Builder Compensation fund.

There are over 3000 active users (internal and external) of the current CSP that uses OnBase.
