Tender Description
Registrations of Interest (ROI) are invited from experienced and qualified contractors for the development of the strategic business case, including all associated professional services, for the establishment of a permanent entrance to the Manning River.
TfNSW requires a multi-disciplinary professional services contractor to develop the strategic business case, including supply of the following professional services, under a single contract:
• Project Management Services:
• Constructability Services;
• Strategic Design Services:
• Cost Estimation Services:
• Environmental Impact Assessment Services:
• Business Case Development Services:
• Communications and community engagement services; and
• Any other professional services required to;
• inform the strategic business case; and
• enable TfNSW to complete the Strategic Assessment phase and successfully pass the Gate 1 investment gate (Refer to the RMS Project Management Framework for Program Offices - Version 1.0 May 2016 ).
A conforming ROI Response must be for the whole of the services including all services listed above. However, TfNSW reserves the right, in its absolute discretion, to engage one or more ROI Respondents (or other persons) to provide all or part of the services as determined by TfNSW.
All services under the contract will be required to be completed in accordance with a combination of both legacy RMS and TfNSW policies, systems, specifications, procedures and project management framework.
To procure these services, TfNSW proposes to enter into a two-phased competitive tender process with the market. The first phase requires applicants to submit a response to this Request for ROI. A short list of applicants will then be selected from this ROI process and invited to tender for the work.
All applicants must comply with the NSW Government Procurement Policy Framework (NSW Framework), NSW Government Supplier Code of Conduct (NSW Code) and New South Wales Industrial Relations Guidelines: Building and Construction Procurement (NSW Guidelines).
