Tender Description

⁠⁠⁠The WA Government, through Synergy, is exploring the opportunity to strengthen Western Australia's power system by installing a 100 MW / 200 MWh Battery Energy Storage System at the decommissioned Kwinana Power Station.

To provide the battery network connection, Western Power is seeking expressions of interest from suitably qualified and experienced companies for the supply, delivery, civil construction (where required), installation, accreditation and pre-commissioning of approximately 1km of dual circuit 330kv cables including 12 terminations.

Western Power is seeking Registrations of Interest (ROI) from suitably qualified and experienced organisations for the below listed comparable works (Comparable Works). Western Power will assess all EOI responses which will result in a shortlist of Potential Vendors to be invited to the tender stage (RFT). Potential Vendors are required to answer all questions (as per section 3 of this EOI) to demonstrate their understanding of the project’s requirements, which includes:

  1. Supply and deliver 330kV cables, including but not limited to terminations, jointing kits and associated accessories to Perth Western Australia (indicative cable delivery dates to be October 2021). Substations where the cables are terminating are both Air Insulated Substation (AIS).
  2. The provision of all required training, accreditations, tools and materials for up to 4 Western Power personnel. Accreditations will be required to facilitate Western Power staff to carry out jointing and termination works in addition to ongoing operations and maintenance.
  3. As part of the tender stage (and subject to final business case approval), Western Power will provide cable designs (including cable route) to Potential Vendors.
  4. Potential Vendors will be required to undertake civil construction works related to trenching, underground drilling, conduit installation, laying of 330kv cable and reinstatement. Potential Vendors will be required to undertake all design and construction of access tracks (where required).
  5. Potential Vendors will be required to undertake electrical construction works related to cable pulling, bonding and earthing, installation of link boxes and sheath voltage limiters (SVL), Distributed Temperature Sensing (DTS) and communications cables.
  6. Potential Vendors are advised that installation and termination work will be required to be undertaken within an existing energised substation.
  7. 330kV cable testing and pre-commissioning (indicative works to be completed by August 2022).

Capacity and Capability:

  1. Detail your mobilisation strategy to complete Comparable Works.
  2. Describe how your organisation’s structure can manage Comparable Works of the project.
  3. Provide an outline of your organisation’s capability and capacity to perform Comparable Works. This must include details of number of crews, crew sizes and crew make-up, evidence of technical skills and level of qualifications of its personnel.
  4. Provide a list of what Potential Vendors anticipate being associated accessories or major supply materials required to complete the Supply, Delivery, terminations and jointing of 330kV.
  5. Provide a summary of the plant and equipment available to perform the Comparable Works. Please detail in what circumstances you may require additional plant and equipment and how it will it be sourced.
  6. Provide a summary of the major suppliers and location of the manufacturer's plants for major cables and accessories (Power cable, Joints, Terminations, link boxes and sheath voltage limiters, earthing cables, Earth bonding cables, Earth concentric bonding cables, Distributed Temperature Sensing Cable and conduits).

Methodology:

The Potential Vendor when answering this question are advised to refer to the map of the site location.

  1. The Potential Vendor must provide a breakdown and description of a proposed construction methodology (which shall include but is not limited to open trench excavation for conduit installation, directional drilling for cable conduit installation, backfill and reinstatements, cable pulling (including inside substations), location and methodology for termination, traffic management and construction management.).
  2. The Potential Vendor must provide a previous working methodology for a similar project completed.

Delivery Performance:

The Potential Vendor must provide the following statistics from delivery schedules:

  1. Timeframe to manufacture and deliver 330kv cables (including a breakdown of manufacturing timeframes and ex-work timeframes).
  2. Rate of on time delivery for cables and terminations (and how this was calculated).
  3. Maximum days of late delivery (from agreed delivery date).
  4. Units that experienced or are experiencing extensions of time (EOT), including reasons for the EOT.
  5. Timeframes to install 330kV and pre-commission 330kV and number of personnel required to achieve this.
  6. Timeframes to accredit personnel to carrying out jointing and termination works in addition to ongoing operations and maintenance.
