NPWS Major Mobile Plant and Equipment Audit

⁠⁠⁠The National Parks and Wildlife Service SA (NPWS) within the Department for Environment and Water (DEW) is seeking to conduct an audit of its major mobile plant and equipment (P&E) (registerable trucks, 2WD/4WD vehicles, trailers, boats and machinery).

This includes a condition assessment and collection of data not recorded in DEW’s Asset Register and Management Information System (ARAMIS). NPWS wishes to gain a better understanding of what major mobile plant and equipment it owns, where it is located, its current condition and utilisation.

This process is seeking to engage a supplier with significant asset management and planning experience, particularly in relation to the management and planning of mobile plant and equipment assets. The deliverables include:

1. An audit of major mobile P&E (registerable trucks, 2WD and 4WD vehicles, trailers, boats and machinery) across the NPWS branches (Park Management, Fire Management, Commercial Services, Botanic Gardens). This will collect the following data for update into ARAMIS:

• type
• asset make and model
• registration number
• location
• condition
• life expectancy
• barcode number
• images

2. A P&E asset management report, considering the updated data, that:

recommends business model options for managing NPWS mobile P&E that aligns with NPWS asset management and operational objectives

• recommends ownership models for NPWS P&E (i.e. lease, purchase outright or share across the state and/or business areas) for each business area or class of P&E
• overview of the general condition of major mobile P&E across NPWS
• overview of major mobile P&E requirements and usage across NPWS
• strategic replacement and rationalisation options for NPWS major P&E

It would be advantageous if the supplier has experience completing similar deliverables for another organisation with a similar P&E asset base, e.g. local councils, other state-wide SA Government agencies (CFS, Forestry, DIT), interstate park or land management agencies.
