Tender Description

⁠⁠⁠Carpentaria Shire is located on the Gulf of Carpentaria approximately 700km west of Cairns and covers an area of approximately 65,000 square kilometres with its administrative and commercial centre located at Normanton. Council has responsibility for maintenance and upgrades to approximately 1,655 kilometres of Council Controlled Road and approximately 610 kilometres of State Controlled Roads.

Council is anticipating the use of 5 construction crews to complete their approved DRFA works with each crew typically comprising of 2 x Graders, 3 x Water trucks, 3 x Rollers and Semi Tippers/Dozers/Scrapers etc engaged as required. Council has also programmed the completion of the delivery of material for the Dunbar-Kowanyama Road prior to June 30 2021.

To assist with the proposed road construction and maintenance works during the 2021 construction season, Council intends to establish appropriate Registers of Prequalified Suppliers for the wet hire of plant in accordance with section 232 of the Local Government Regulation 2012 (Qld).

For each category of plant, Council intends to develop two (2) Registers where the first register will be for local suppliers and a second register will be for non-local suppliers. A local supplier shall be defined as a business where at least one Owner/Director has their Main Residence (as defined by the ATO for taxation purposes) in Carpentaria Shire. All other businesses shall be defined as non-local.

The Principal is not bound to accept the Tender with the lowest Price or the Tender with the highest score against the Evaluation Criteria, or any Tender. The Principal will only accept a Tender where the Principal is satisfied that the Tenderer has appropriate resources, technical skill, managerial capability and financial capacity to perform all its obligations in accordance with the Contract. A particular focus will be made on the past performance of the Tenderers and their operator. The Principal will also take into consideration the Tenderer’s contributions (monetary and in-kind) to the development of the local community and the Tenderer’s ability to supply a conforming tender and to provide all mandatory details.

Acceptance of a Tender by the Principal shall only place the Tenderer on a Register of Prequalified Suppliers; there shall be no warranty, commitment or obligation on behalf of the Principal to offer or provide work.

Tenders must be submitted electronically in the appropriate format with adequate time for the Tender (including all supporting documentation) to upload to the Tender Box prior to the Tender Closing Time. Please note:

• All tenders must register with and obtain Tender Documents and communications through our etendering portal .

• All communications during the Procurement Process, including notices to tenderers, will be posted on the on-line forum . Communication is not to be made through Carpentaria Shire Counillors or alternative avenues.

• Council will not email tender documents or notices to tenderers to any Tenderer;

• Tenderers are strongly encouraged to register with our etendering portal

Council implements a 10-4 works roster during the construction period where Contractors will work for 10 days’ (10 hours per day) followed by 4 days off unless otherwise advised. Camps will be located around the Shire and Tenderers must be willing and capable of working anywhere in the Shire (up to 360km from Normanton) to suit the Principal’s construction program.
