The Regional Community Strategic Plan will form part of each of CRJO's councils’ suite of Integrated Planning and Reporting documents. The Community Strategic Plan is a council’s highest level document and outlines the community’s aspirations over a 10+ year period.

The Community Strategic Plan is referred to as the ‘community’s plan’ as many of the aspirations will fall outside the scope of the local government authority, however the community recognises their importance.

With the community’s aspirations documented, the Council must then develop a Delivery Program which aligns with their term in office. The Delivery Program is essentially a four-year program that works towards achieving the aspirations in the Community Strategic Plan.

The CRJO is seeking proposals from suitably qualified consultants to assist with the following key deliverables in line with the timeline listed in this document:

• Undertake inception meeting with CRJO IPR and Wellbeing Working Group members
• Desktop review of current Community Strategic Plans, information provided to the successful consultant and other state-significant plans and strategies including, but not limited to, South East and Southern Tablelands Regional Plan, NSW Premier’s Priorities in Action, NSW Regional Youth Strategy.
• Desktop review of known research findings and data sets that help establish a State, Regional and Local baseline for specific criteria.
• Preparation of a Community Engagement Strategy for the project
• Implementation, in conjunction with some councils, of the Community Engagement Strategy
• Preparation of a draft Regional Community Strategic Plan, including measurable and meaningful indicators at a regional, sub-regional and local level
• Presentation to individual councils on the draft Regional Community Strategic Plan
