In 2012, the Toowoomba Regional Council (TRC) commissioned the Library Facilities Strategy which identified the need to upgrade the Highfields Library facilities to best serve the rapidly growing community in the area. In 2017, Council commenced the process of bringing this to fruition by undertaking a business case to clearly identify the scope and positioning of this new facility.
TRC, as the Local Road Authority, has commenced undertaking roadworks in the area to align the precinct road infrastructure with the location for the new library and other future functions. This roadworks is expected to be completed by April 2021, weather permitting. The new library will be constructed generally on the recently realigned lot at 32 O’Brien Road, Highfields (Lot 9 SP315972). The new facility will encompass several key Council functions in the facility to complement Council’s existing Highfields Cultural Centre and Fitness and Recreation Centre. The new building will be predominately single story; housing the library and associated services, as well as customer service facilities. A mezzanine floor extending approximately one-third of the ground floor area will feature three multi-functional rooms and several auxiliary functions.
