Tender Description

Proposals are requested for co-designing with disabled people an above-the-line multi-channel social change /social marketing strategy that could reach a wide cross-section of New Zealanders. The co-designed strategy would need to identify actions people can take to counteract ableism, embrace social inclusion, promote citizenship and foster leadership by disabled people, and improve attitudes to disability and disabled people in Aotearoa New Zealand, and identify what would motivate people to act.

The agency will need a thorough understanding of Tiriti-based approaches, Tino Rangatiratanga including authentic partnership with Tangata Whenua, the Social Model of Disability, disability rights, and how ableist attitudes affect disabled people in New Zealand.

The agency will be able to demonstrate a thorough understanding of how to co-design and deliver an effective anti-discrimination and social inclusion strategy.
The strategy will need to reflect a phased approach:
1. Co-design of strategy (Dec 2020 to June 2021)

(Phases 2 and 3 dependent on securing funding)
2. Aspects that could be implemented in 2021 in the environment offered by prominent activities and events such as the Paralympics August/Sept 2021, and COVID-19 recovery responses,
3. Longer term: 2022 and 2023, and beyond

Indicative budgets for each phase are required in the proposals.
